Human rights perspective, this study analyzes the content based on the Framework Act on Juveniles and Youth Fundamental Law to pay legal system put provision, improvement and future development direction of the Framework Act on Juveniles is the study of their discussion.
This concept of youth and the area of human rights can best represent the very survival of the United Nations Convention on the Rights of the Child, protection, development, participation rights framework of the four sub-areas to analyze and present to the provisions of the Framework Act on Juveniles Youth and improvement of the Act limits was adopted. Four kinds of right to survival and development in areas protected by applicable legal provisions relative to the rights and participation rights were reflected more rapidly changing multicultural society, youth, disabled youth, including special groups such considerations were insufficient.
Categories for each sub-region of the state aid, parenting responsibilities, the right to a standard of living adequate for the development and so some of the limited information consists of the youth it was confirmed that the Fundamental Law.

본 연구는 인권관점에 기반하여 청소년기본법 내용을 분석하고 청소년기본법이 담아내야 할 법체계와 조항, 향후 청소년기본법의 개선 및 발전방향을 논의한 연구이다. 이에 청소년인권의 개념과 영역을 가장 잘 나타낼 수 있는유엔아동권리협약의 생존권, 보호권, 발달권, 참여권의 4가지 하위영역을 분석틀로 청소년기본법의 조항들을 분석하고 현 청소년기본법의 한계와 개선방안을 모색하였다. 연구결과 청소년기본법은 아동권리협약의 4가지 하위영역에 맞추어 명확하게 구분되어 각 법조항이 구성되었다기 보다 법조항의 성격에 따라 청소년인권의 하위영역들을 서로 아우러져 4가지 권리의 내용을 담아내고 있었다. 또한 4가지 권리 영역중에서 생존과 발달에 해당되는 법조항이 보호권과 참여권에 비해 상대적으로 많이 반영되어 있었으며, 급변하는 다문화 사회의 청소년, 장애 등 특수집단 청소년 등에 대한 고려는 미비한 것으로 나타났다. 각 하위영역 범주별로도 국가의 원조, 부모의 양육책임, 발달에 적합한 생활수준을 누릴 권리 등등의 몇 가지 내용에만 국한하여 청소년기본법이 구성되어 있음을 확인할 수 있었다. 이에 따라 향후 청소년기본법의 발전 및 개선방향을 제언하였다.
