Recently Korea has grown to produce high value-added technologies and products as an economic powerhouse. However, the country's value-added technology in China and Taiwan seeks industrial espionage is increasing the activities you want to get their own interests. To solve these problems, companies are focusing on strengthening and industrial security activities. But the company's industrial security activities in the center is not an effective treatment for an absence of force, lack of punishment, due to the lack of informative. Technology is constantly increasing outflow due to industrial espionage. Also in the field of Electrical Engineering, Biotechnology, and other various information and communication is happening. Former employees, current employees, partners, employees, and investment companies described by the spill occurred. The types of technology leakage unauthorized storage, internal competition, and use methods such as the number of personal profit, money, seduction, personnel instability, said the treatment was built by complaints. These techniques for leakage National Intelligence, the prosecution, the police aggressively for local industries to prevent disclosure of security activities are carried out. Configuration as a dedicated team of police industrial security activities, strengthening the evidence gathering activities are carried out. Nevertheless, about technology leakage to occur continuously department's professional development, professional workforce, ensuring recognition for change looks suggest ways to strengthen educational activities.

2000년대에 들어 우리나라는 고부가 가치 기술 및 제품 생산으로 신흥 경제대국으로 성장하였다. 우리나라의 고부가 가치 기술에 대해서 중국을 비롯하여 대만 등지에서는 우리나라의 고부가가치 기술력을 노리고 산업스파이 활동을 통해 자신들의 이익을 쉽게 취득하려는 일련의 활동들이 증가하고 있는 추세이다. 이러한 문제점을 해결하기 위해 기업을 중심으로 산업보안 활동을 강화하고 있다. 그러나 기업중심의 산업보안활동은 강제성의 부재, 처벌의 미비, 정보력의 부족 등으로 인해 효과적으로 이뤄지지 않고 있는 실정이다. 실제로 매년 산업스파이 등으로 인한 기술유출은 지속적으로 증가하고 있는 추세에 있다. 그 분야도 단순히 전자. 전기에 그치지 않고, 생명공학, 정보통신 등 다양한 분야에서 발생하고 있으며, 기술유출을 한 자의 신분으로는 전직직원, 현직직원, 협력업체 직원, 투자업체 등 다양한 신분을 가지고 기술유출이 이뤄지고 있다고 하였다. 기술유출 유형으로는 무단보관, 내부공모, 매수 등의 방법을 사용하고 있으며, 개인영리, 금전유혹, 인사 불만, 처우 불만에 의해 이뤄진다고 하였다. 이러한 기술유출에 대해서 국가정보원, 검찰, 경찰에서는 국부유출을 방지하기 위해 적극적으로 산업보안 활동을 실시하고 있다. 경찰의 산업보안 활동으로서 전담팀 구성, 증거수집 활동 강화 등을 실시하고 있다. 그럼에도 불구하고 지속적으로 발생하는 기술유출에 대해서 전문적인 부서의 개발, 전문 인력의 확보, 인식변화를 위한 교육활동 강화방안을 제안해 본다.
