The National Assembly building in South Korea is the most important administrative facility in the country and must always be under protection from possible threat. However, several domestic interest groups have recently attempted to occupy the building illegally and have continuously tried to harm the members of the assembly. Furthermore, in the time of increasing terrorist threats across the world, the National Assembly building can be a suitable target of various attacks due to its low-level security and the possible symbolic effects. At the moment, the plans for development of the security/protection system of the National Assembly building need to be discussed and established in order to bolster the current system and better serve the needs of the facility. Therefore, in this study, problems of the current security/protection system of the National Assembly are identified and future directions towards improvement are suggested. Data from the previous studies of the security/protection of the National Assembly and other related information have been closely analyzed and reviewed, and the areas that have not been examined in prior research are discussed after conducting in-depth interviews with the workers in the security department at the National Assembly. The problems and the suggestions for improvement of the current system have been analyzed in three areas: law and policy, management, and expertise. The results of the study indicate that the problems of the related laws and policies include infringement on the autonomous security operation, low status of the workers, and incomplete set of related laws. For management, a dual command structure and the lack of security equipment are found to be causing the inefficiency of the system. Moreover, the hiring process and the lack of training for the expert security guards need to be enhanced to produce more specialized workers. Finally, the results of the study have led to suggest the establishment of “National Assembly Security Legislation" as well as the protocol for the relationship among security organizations to supplement the area of law and policy. Furthermore, Unification of the command structure and introduction of scientific security equipment along with launching special training programs through cooperation among related organizations and amendment of the subjects of the employment examination are suggested to improve the areas of management and expertise respectively.

국회의사당은 국가운영을 위한 가장 중요한 시설 중 하나로서 여러 위협으로부터 항상 안전하게 유지되어야 한다. 그러나 최근 국내의 여러 이익단체들은 국회의사당에 들어와 불법점거를 기도하고, 요인 위해행위도 끊임없이 시도하고 있다. 이와 더불어 현재 전 세계적으로 테러의 위협이 증가하고 있어, 보안관리 수준이 비교적 낮고 공격을 통한 상징적 효과가 큰 국회의사당은 테러의 공격대상이 되기 쉽다. 그러나 현재의 국회 경호·경비 체제는 이러한 역할의 중요성에 합당한 위상과 역량을 갖추지 못하였다는 평가를 받고 있다. 그러므로 그 역량강화의 필요성에 걸맞게 우리 국회의 경호·경비 체제도 새로운 차원에서 개선방안을 심도 있게 논의해야 할 필요성이 크다. 따라서 이 연구에서는 대한민국 국회 경호·경비 체제의 문제점을 파악하고 그에 따른 발전방안을 제안하고자 하였다. 이를 위하여 이 연구에서는 국회 경호·경비 관련 선행연구 및 자료를 면밀히 분석·검토하였고, 선행연구에서 논의가 부족한 부분을 중심으로 국회 경호·경비 관련 근무자와의 심층면담을 통해 논의를 보다 구체화하였다. 국회 경호·경비 체제의 문제점과 발전방안은 크게 법·제도적 측면, 운영적 측면, 전문성 측면으로 구분되어 분석되었다. 법·제도적인 측면의 문제로는 국회 경호·경비의 자율권 침해, 경호·경비 집행조직의 낮은 위상, 경호·경비 관련 법규의 미비가 있었고, 운영적 측면의 문제로는 경호·경비 지휘체계의 이원화와 보안시스템의 미비가 있었다. 그리고 전문성 측면에서는 경호·경비 전문 인력의 채용 절차와 근무 직원에 대한 전문교육 훈련과정의 미비가 가장 큰 문제인 것으로 나타났다. 이에 대하여 이 연구에서는 법·제도적인 개선방안으로서 가칭 “국회경호처법” 제정과 경호·경비 관계 법규의 제ㆍ개정을, 운영효율성 향상방안으로서 국회 경호·경비 조직 지휘체계 단일화와 과학적 보안시스템의 구축을, 전문성 향상방안으로서 경호·경비 직무관련 전문교육과정 도입, 관․학 협력을 통한 위탁교육과정 운영, 채용시험과목 변경 등을 제시하였다.
