This study is designed to examine the problems of college of education where social studies teachers are trained to explore developmental issues. For this, the expertise of teachers who will take charge of human rights & law-related education is discussed. The current state of in-service training for law-related education and the paradigm shift in human rights & law-related education are also analysed. The conclusion and suggestions are like the following: First, the college of education should open a variety of lectures related to human rights & law-related education, and perform lectures considering the current education curriculum in secondary schools. Second, a connective approach should be available between law-related pedagogical curriculum and contents-based curriculum, and full time professors taking charge of them should be recruited. Third, there is pressing need of diversification of teacher training program for social studies teachers to enhance their expertise in law related education. Fourth, it is needed to promote collaboration works between college professors and primary and secondary school teachers. Lastly, manpower supply should be supported for human rights & law-related education studies and it is necessary to expand the range of law-related education by organizing various academic associations where practical law professionals and lawyers can cooperate.

본 연구는 현행 초중등 사회과 교사를 양성하는 교육대학과 사범대학 법 교육의 문제점을 검토하고 발전과제를 탐색하는 것이다. 이를 위해 현행 법과 인권교육의 인권교육을 담당할 교사의 전문성을 논의하고, 교육대학과 사범대학의 법과 인권교육의 교육과정 상의 문제점을 검토하였으며, 현직 교사의 법 교육 연수현황, 법과 인권교육의 연구 동향을 탐색하였다. 본 연구의 결과와 시사점은 다음과 같다. 첫째, 사범대학에서 법과 인권교육과 관련된 다양한 강좌를 개설하고, 현행 중등학교 교육과정과 연계성을 고려한 강좌운영이 필요하다. 둘째, 법 관련 교과내용학과 교과교육학의 연계적 접근이 가능하고, 이를 담당할 전임교수의 충원이 이루어져야 한다. 셋째, 사회과 교사의 법 교육 전문성을 강화할 수 있는 현직 교사 연수 프로그램의 다양화가 시급하다. 넷째, 교원양성대학과 초·중등학교 현장 교사간의 공동연구의 활성화가 필요하다. 다섯째, 법과 인권교육 관련 연구 인력 확보가 뒷받침 되어야 하고, 법 실무 전문가나 변호사 등이 공동참여 할 수 있는 다양한 학회 결성을 통해 법교육의 범위를 확대하여야 할 것이다.
