Shimojo Masao(下條正男) take charge of the chief of “Takeshima Issue Study Group‘ under the control of general affairs department of Shimane-ken of Japan. His study on Dokdo has been the theoretical base of Japanese government for Dokdo sovereignty insistence. However his study was not based on the correct historical fact but on the false proof to justify Japanese Dokdo acquisition. One of the clear instance of his false proofs revealed in his paper 「Thinking of Korea․Japan's visual, Takeshima issue」 in the report work of 『A survey report about Takeshima Issue』 which was published by Web Takeshima Research Center in July 2007. He insisted false historical material at the interpretation of‘Park Sae-dang(朴世堂)'s Interpretation about 『Ulleungdo(鬱陵島)』’ and ‘『Choseon Map(朝鮮圖)』 before Kim Jeong-ho’. This paper aimed to clarify the false insistence by Shimojo Masao. And this paper revealed his inability to interpret Chines character in Park Sae-dang's 『Ulleungdo』 interpretation as well as his false insistence about every records of Choseon concerning ‘Usando’ is not all of ‘Dokdo’ but ‘Jukso(竹嶼)’ that is ‘Takeshima’. This kind of false interpretation stems from the negation of originality of Korean historical view on Dokdo. Also, Shimojo Masao insisted a theory which 'Usando' at the right position of ‘Ulleungdo’ in 『Chseon Map』 which was preserved in Nakanoshima library established by Osaka prefecture showing 'Usando' located between Gangwondo province and Ulleungdo at the right side of the map was descended from the tradition of 「Paldochongdo(八道總圖)」 of 『Shinzeung- dongkuk-yeoziseungram(新增東國輿地勝覽)』. But this insistence was planned to ignore the amended location of the island in the map after 「Paldochongdo』. In this, we can recognize Shimojo Masao's Dokdo research have a bias for the historical fact at his will and distort the reality. Naturally, Japanese government's false insistence on Dokdo based on Shimojo's theory should be abandoned and again, we clarify the fact in the paper.

下條正男は、島根県の総務課の傘下に設置された‘竹島問題研究会’の座長をつとめている。独島についての彼の研究は、日本の政府が独島の領有権を主張する理論的な土台となっている。しかし, 彼の研究は正確な史料に根づくものではなく、日本による独島の占取が正当であったということを証明するため、史實をでっちあげているものである。このような研究の端的な例として、2007年7月にWeb竹島問題研究所の刊行の『竹島問題に関する調査研究報告書』に寄せられた「日韓のトゲ、竹島問題を考える」という論考がある。この論考では、‘朴世堂の『鬱陵島』’についての解釈と‘金正浩以前の 『朝鮮図』の解説においての史料の歪曲を通じて理屈に適わない主張をしている。本稿は、下條正男のかかる史料歪曲の実態を究明しようとするものである。そうして、彼の朴世堂の『鬱陵島』についての解釈の問題では、漢文さえまともに翻訳することができないということを明らかにした。また朝鮮時代の記録にあらわれる‘于山島’はすべてが‘独島'ではなく‘竹嶼'即ち‘竹島'だと主張している事実についても検討した。こういう解釈上の誤謬は、韓国の独島に対する歴史的権原を否定するためのものである。それで下條正男は大阪府立中之島図書館に保管されている『朝鮮図』にある‘鬱陵島'の右側にある‘于山島’が『新証東国輿地勝覧』の「八道総図」の伝統、すなわち江原道と鬱陵島の間に于山島が描かれたのを受け継いでいると主張をした。ところが、このような主張は、「八道総図」の以後, その位置が修正された地図等を無視しようとする計画的な底意が内在するものである。このように見れば、下條正男の独島研究は、便宜にしたがって史料を切り取って解釈をしながらも、牽強附会の論理を操作しているということが分かる。また, こういう事実の究明は、彼の論理を理論的根拠とする日本政府の独島の領有権の主張も虚構に過ぎないものである、ということを明らかにしたという点で, 本硏究の意義を見出すことができるであろう。
