Historical review is needed for understanding the change and development of administrative theory. This study used a literature review to understand the change of administrative theory by considering the limitations of former classifications of administrative theory and approached change according to the classical approach, behavioral approach, and administration-as-politics. The implications from the review of change of administrative theory are as follows. First is the diversity of the discipline. The diversity of public administration may result from differences in individual researcher's background. Second, the accumulation of theory rather than displacement of theory has been repeated in the development of the discipline. Third, influences on researchers and their environment influenced the study. Fourth, common interests of researchers are the harmony of organizational efficiency and democracy. Finally, the ideas, ideology, and concepts suggested by early research have endured and become the core research tasks for the next generation.

행정이론의 발전과 변화를 고찰하기 위해서는 역사적인 측면에서의 검토가 필요하다. 본 연구는 기존의 행정학의 시대구분에 따른 한계를 고려하여 행정이론의 변화를 쉽게 이해할 수 있도록 문헌자료를 분석하여 행정이론의 생성과 변화과정을 고전적 접근, 행태적 접근, 정치이론으로서 행정접근으로 구분하여 고찰하였다. 연구결과로서 행정학 이론의 변천에서 도출된 시사점은 다음과 같다. 첫째, 학문의 다양성이다. 행정학의 다양성은 연구자들의 개인적인 배경의 차이에서 비롯하는 것 같다. 둘째, 학문의 발전에 있어서 이론의 대체보다는 축적을 반복하여 왔다. 셋째, 연구자들의 환경 내지 영향요인이 연구에 영향을 끼쳤다. 넷째, 연구자들의 공통 관심은 조직의 효율성과 민주주의의 조화이다. 다섯째, 초기 행정학 연구를 통해서 제안된 아이디어, 이념, 개념 등은 시대를 초월하여 존재하며 행정학 연구와 실제에 있어서 중심과제로 영향을 미치고 있으며 후속 연구자들의 주제가 되고 있다.
