The objective of this study is to present an efficient improvement plan for national and public land management through problem analysis based on a survey about the actual status of national and public land management, targeting Jangsu-gun, South Jeolla Province. Toward this end, legal analysis and literature surveys on the utilization of national and public land management were carried out by utilizing statistical data and internal sources of Jangsu-gun as a research method. Looking at the problems relating to the actual status of national and public properties in Jangsu-gun, North Jeolla Province, the inefficiency of management organization turned out to be the first problem. Second, due to a short supply of management personnel and a lack of expertise of persons in charge of national and public land management, the right conservation measures were not taken properly, together with a limit to national and public land management. Third, the incompleteness of an operational maintenance management system caused property management staff to have too much weighted business and led to an imperfect system connection between the respective systems leading to an inefficiency of business processes due to redundancy. Fourth, the inefficiency of national property management due to conflicts of interests between the state and local authority, improper executive operations according to popularist adminstration by citizen-elected chief executives and a difficulty of the consistent establishment of policies for national property management due to the diversity of national property preferences by regionalism were deduced. The summary of improvement plans for national and public land management are as follows. First, a plan for the efficiency of the management system is to be promoted. Second, the improvement plan should be accompanied by the security of management personnels. Third, the connection and integration of operational system for national and public property management is required. Fourth, changes in the consciousness of the local authority should take place.

국공유재산은 그 형태 여하를 불문하고 국민전체가 소유하는 재산으로서 그 관리를 철저히 하여 국가적 이익과 국민의 복지향상을 위해 효율적으로 운용되어야 할 것이다. 이러한 인식하에 이 연구는 국공유지 관리 실태를 분석하기위해 장수군 사례에 대해 국공유지에 대한 이론적 논의를 토대로 지방정부 국공유지관리 현황, 관리체계, 관리인력, 시스템운용, 지방정부 환경의 변화 등의 주요 변인들을 토대로 분석을 하고 이를 토대로 지방정부 국공유지의 효율적 관리를 위한 방안을 모색해 보고자 하였다. 장수군의 국공유지 관리 실태에 대한 분석결과 첫째, 관리조직의 비효율문제 둘째, 관리 인력의 비능률성, 셋째, 비효율적인 시스템운영, 넷째, 민선자치시대의 부담행정행위의 소극적 대처로 인한 비효율적인 국유지관리 등의 문제점이 나타났다. 이에 따라 이 연구에서는 지방정부 국공유지 관리의 효율화를 위해 첫째, 관리조직의 효율화 방안 모색, 둘째, 국공유지 관리 전담인력 배치 및 전문성 강화, 셋째, 국공유재산관리 운용시스템의 연계와 통합 필요, 넷째, 효과적인 국공유지 관리를 위한 지방자치단체의 의식변화 등이 필요함을 제시하였다.
