The purpose of this study was to examine the prioritizing of the rural dream start programs in consideration of regional gaps in needs for the programs. A survey was conducted on 35 experts. When the relative importance of the programs was investigated by utilizing the AHP method, rural areas were most in need of 50 service programs among the programs provided by the dream start center of the Ministry of Health & Welfare, which respectively belonged to the emotional/behavioral sector(21 programs), the physical/behavioral sector(20 programs) and the cognitive/ language sector(nine programs). As for the relative importance of the dream start programs of the different sectors, the emotional/behavioral sector(0.349) was considered most important, followed by the physical/ health sector(0.317), the cognitive/language sector(0.265) and the other sector(0.068). In terms of the importance of the physical/health sector, there were large disparities among their awareness of the importance of the programs that belonged to this sector. Parent education programs were considered most important, followed by mental health programs, health checkup programs and prevention programs, and therapeutic support programs were considered least important. They placed a little less importance on the cognitive/language sector, but they attached a lot of importance to Hangul learning programs and easy diary programs that belonged to the basic learning sector. In contrast, they placed great importance on the emotional/behavioral sector in general. Specifically, they gave much weight to basic life habit programs, sociability programs, anger control programs and sexual violence prevention programs.

드림스타트사업의 지역 간 욕구차이를 감안하여 농촌지역 드림스타트사업 프로그램의 우선순위를 결정하기위해 관련 전문가 35명을 대상으로 설문조사를 실시하였다. AHP 분석을 이용하여 프로그램의 상대적 중요도를 도출한 결과, 보건복지부 드림스타트센타에서 제시하는 프로그램 중 농촌지역에서 가장 우선적으로 필요한 서비스 프로그램 50개는 정서/행동 부문(21개), 신체/행동 부문(20개), 인지/언어(9개)로 분석되었다. 드림스타트사업 프로그램의 측정영역별 상대적 중요도는 정서/행동 부문(0.349), 신체/건강 부문(0.317), 인지/언어 부문(0.265), 기타 부문(0.068)의 순이었다. 신체/건강 부문에 대한 중요도 인식은 프로그램별 차이가 많았으며, 부모교육, 정신건강, 건강검진 및 예방의 순으로 높고 치료지원 영역이 가장 낮았다. 인지/언어 부문의 중요도 인식은 다소 낮게 분석되었지만, 기초학습 영역 프로그램인 한글깨치기, 쉽게 쓰는 일기는 높은 수준으로 나타났다. 반면 정서/행동 부문에서는 전반적으로 중요도 인식이 높았으며, 특히 기본생활습관교실과 사회성향상프로그램, 분노조절프로그램, 성폭력예방 등의 프로그램이 높은 수준으로 나타났다.
