This study suggests background and main details of local education support authority promoted since September 2010 and reexamined it from the perspective of path-dependency. This study attempted to investigate the process of reorganization of district office of education in terms of path-dependency which is a tool of self-reinforcement and policy concept to sustain specific system, and attempted to explore possibility of change into a new system through path-deviation. This study analyzed the reorganization of district office of education by dividing path-dependency into institutional inertia, network effect and lock-in. It suggests that it may return to the existing system if the institutional inertia such as the policy making and one-way policy progress by central government, and formative reaction of local education authorities is repeated because logical change of institution promotion is already started and such change may be accelerated in the future.

본 연구는 2010년 9월 이후 추진된 지역교육청 기능 개편의 추진 배경과 주요 내용을 제시하고, 특정 제도를 지속시키는 자기강화의 기제이며 정책 개념인 ‘경로의존성’ 관점에서 교육지원청 기능개편의 과정을 재조명하였으며 경로이탈을 통한 새로운 제도로의 변화 가능성을 탐색해보고자 하였다. 본 연구에서는 경로의존성의 주요 개념 중 하나인 제도적 관성, 네트워크 효과, 속박을 사용하여 교육지원청 기능 개편 과정을 분석하였다. 제도 추진의 논리적 변화가 이미 시작되었고, 향후 이러한 변화가 가속화될 것이 예견되는 시점에서 중앙정부 차원의 정책형성과 일방적 정책 추진, 지방교육행정기관의 형식적 대응이라는 제도적 관성이 반복된다면 지역교육청 기능개편은 일정 시간이 지나면 기존의 제도로 회귀할 가능성이 상당히 높다는 점을 제언하였다.
