This paper was prepared for a research purpose to suggest the effective strategies to attract MNCs' FDIs in Korea. For this purpose, this paper tried to make a theoretical foundation to take a prior occupation of the competitive advantage in attracting MNCs' FDIs through the comparison analysis of the actual situations and conditions between Korea and the foreign countries. The paper grasped 6 negative factors in attracting MNCs' FDIs into Korea as follows; the uneasy relations between labor and capital, the shortage of attracting incentives, the unsystematic institutions, the high cost of infrastructure, the business environment changes by political logics and geographical conditions, the shortage of high quality of man powers, and the inferiority of business environments. To overcome these negative ones, our government should develop the overall improvement of business environments, the practical use of a special economic zone as like Free Trade Area, and the positive circulation model of attracting MNCs' inbound FDIs. Also, the paper strives to provoke and encourage further debates and researches on one of the important topics for reviving Korea economy and business circles.

본 연구는 다국적 기업의 유치와 관련된 국내외 동향 및 실태를 분석하고 이를 토대로 효과적인 다국적기업 유치방안을 제시함으로써 날로 치열해지는 다국적기업유치 경쟁에서 보다 유리한 고지를 선점해 나갈 수 있는 이론적 논거를 제시할 목적으로 수행되었다. 문헌적 고찰과 동향 및 실태분석 등을 통해 본 연구에서는 노사관계의 불안, 투자인센티브의 부족, 비체계적 기업유치시스템, 높은 입지인프라, 정치적 논리 및 지역적 여건에 따른 비즈니스 환경의 변화, 고급인력의 부족, 열악한 기업환경 등 6가지의 다국적기업 유치 저해요인을 파악할 수 있었다. 이를 극복하기 위해서는 기업환경의 전반적인 개선, 경제자유구역 등 경제특구의 적극적 활용, 선순환형 기업유치전략의 수립 등이 뒤따라야 할 것으로 보인다. 본 연구에서 제시된 다국적기업 유치 효율화 방안은 향후 정책수립 및 기업유치 업무 수행시 유용한 기초자료로 활용될 수 있을 것으로 기대된다.
