This paper identifies the concepts, properties, and categories of PPP/PFI(Public Private Partnership/Private Finance Initiative) projects and the current situations and power industry-related indicators of CAPS(United Central Asian Power System) member countries and derives the CAPS electricity market entry and risk management strategies through the directional policy matrix. We analyze the market properties of CAPS through the Korean overseas order records and heavy-electric equipment exports to its member countries and derive the entry and risk management strategies by projecting the regional electricity demands and making the constructive analyses of three-dimensional directional policy matrix chart. Concludingly, this paper presents the methodologies and case studies of analyzing the opportunities and risks management of oversea markets.

본 연구는 CAPS 4개국 전력시장에 대한 진출전략과 수행과정의 위험관리전략 도출을 위해 PPP/PFI 프로젝트의 개념, 특성, 종류를 규명하고, 전력인프라 진출에 관련된 위험을 분석하였다. 본 연구는 PPP/PFI의 구체적인 강점 및 한계점을 분석하고, 시장진입전략 구상을 위한 DPM분석에 관한 방법론과 그 적용사례를 제시하여, CPAS시장에 대한 시장잠재력 규명과 진출전략 및 위험관리전략을 도출하는 목적으로 수행되었다. 특히 지역발전산업의 현황 및 특성분석, 2025년까지 지역전력수요 예측전망, 2030년까지 지역경제성장전망, 지역관련위험분석의 수행을 기초로 DPM분석에 따른 PPP/PFI 시장진출 및 위험관리전략을 도출하였다.
