Alexis de Tocqueville(1805-1859), one of the greatest political thinker, not only analyzed the prototype of America but also diagnosed possible problems of democratic society after staying in America for nine month when he was 25. He was intrigued with what France can learn through American democratic system. His book, 『Democracy in America』,is redeemed as the reservoir of his political thoughts including the concept of democratic citizenship. This study aims to conceptualize citizenship for 'true liberty' by focusing on Tocqueville's analysis on the America democracy. To develop the idea, this article will unfold Tocqueville's biographical information, his characteristics and his insights on the problems of American Democracy. Finally the ideal type of community and the methods for cultivating citizenship in social conditions as a solution of the ethical education will be discussed. After exploring American society, Tocqueville confessed that in America he saw more than America; he sought the image of democracy itself, with its characters, its inclinations and its passion in order to find what the French have to learn from its progress. He recognized enough that the aristocratic age would disappear and democratic age would come with equality in all conditions(the era of the Equality). Tocqueville combined the concept of liberty and citizenship. He emphasized the active participation of citizens who conform to the mores and still are actively engaged in public affairs. True liberty, according to him, not only comes through public virtue and partnership but also should be based on the human dignity both politically and morally. True liberty, by all means, can only be attained when actively pursued.

토크빌은 미국의 민주제도와 습속에 관한 연구를 통해 ‘참 자유’가 내포하는 진정한 의미에 대해 탐구하였는데 이러한 토크빌 사상은 전 세계적으로 주목받고 있다. 이에 본 논문에서는 미국 민주주의에 대한 토크빌의 분석을 토대로 진정한 자유를 구현하는 시민성 실천 방안에 대해 탐색하였다. 먼저 토크빌이 『미국의 민주주의』를 쓰게 된 동기와 이 책이 담지한 통찰력의 원천을 이해하기 위해 그의 성장배경과 당시의 시대 상황 및 토크빌의 사상적 특징 개관하였다. 그리고 토크빌이 분석한 미국 민주주의의 특성에 대해 정리한 후 미국의 민주주의에 노정된 문제점들을 살펴보았다. 마지막으로 이러한 한계에 대한 미국인들의 극복 방안을 토대로 정립된 토크빌이 생각하는 이상적인 공동체와 시민성의 양상을 제시하고 결론으로서 이러한 토크빌의 분석으로부터 도덕·윤리 교육적 함의를 도출하였다. 토크빌은 개인의 자유에 대한 추구와 시민성에 대한 관심을 결합시켰으며, “습속에 부응하며 적극적으로 공무에 참여하는” 능동적인 시민의 모습을 강조하였다. 진정한 자유란 공적인 가치와 조화를 이루는 것으로 인간의 존엄성을 구현하는 정치적·도덕적 자유를 의미하며, 이러한 자유는 주어지는 것이 아니라 능동적으로 추구될 때 비로소 획득되는 것이다.
