In this paper, we focus on Public common ethics mediating public moral responsibility with private free will . Firstly, The difference between eastern and western Public ethics is that Public common is different from Public. Public common ethics means emphasizes citizens and experts' joint discussion and cooperation. A new Public common ethics is necessary for the recovery of modern public-private dichotomy. Secondly, The Compatibility of free will with moral responsibility is also a helpful way to differentiate two of the main positions regarding free will. Compatibility answer the Compatibility Question in the affirmative, believing that agents could have free will even if causal determinism in Publicity is true. Thirdly, The account of intergenerational justice is founded on relationships of cooperation between generations through public responsibility. Since public responsibility is a bounded moral association, typically a nation-state in a world of nation-states, such a theory faces an obvious challenge to global citizen. Fourthly, Korean Han thought in Korea illuminates respect of differences, communion of reason, and total dialogue of conflict questions to the extent that the sense of spiritual transcendence posits a movement that surpasses the locale thought. The Han thought would contribute a renewal light door to reconciliation in its faithful sense of contextual universal pragmatics.

이 글에서는 공공적 책임과 사적 자유의지를 공공으로 매개하는 공공윤리 관점을 제시한다. 먼저, 시민과 전문가의 대화 협력에 근거하여 현대사회의 공사(公私) 관계의 갈등을 고려하여 공공책임과 사적 자유의 양립 가능성을 논구하고자 한다. 또한 공공책임과 사적 자유의지의 양립가능성을 심층적으로 분석한다. 그리고 오늘날 공공책임의 차원에서 세대 간의 협력관계가 점차로 주요과제가 되고 있음을 언급한다. 공공책임은 국민윤리 시대에서 세계시민성 시대로 나아감에 따라 세계시민 사이의 책임과 세대 간의 책임을 공공으로 부각시키고 있음에 주목하게 된다. 이러한 관점에서 한국윤리의 한사상은 차이의 존중, 통사정 대화, 이성소통, 감성상통, 영성회통을 통해 지역적이며 국가적인 한계를 벗어나서 상생과 조화를 모색하는 세계시민성의 토대가 될 수 있음에 주목하게 된다. 동학에 나타난 한사상은 보편적 맥락화용의 방안을 통해 공공책임과 사적 자유 사이를 이어주고 매개하여 사회적 정의와 개인의 자유에 대한 배려를 통합적으로 반영하여 세계시민성 세대에 부합하도록 윤리교육의 맥락화용을 계보학적 방법으로 살릴 필요가 있다.
