The purpose of this study is to understand how probation officers conceive their supervision on juvenile probationers and to review the experience of role conflicts and the types of coping strategies during supervisionary process. To do this study, researchers adapted qualitative research methods, since this topic is not well known to the social work academic society so far. The researchers interviewed 8 probation officers in depth and also gathered some documents related to this topic such as letters or reports written by juvenile probationers. As the results of qualitative analysis, it is found that probation officers consider their supervisionary activities as support under legal control for juvenile probationers. And it is also important find of this study that there are two types of role conflicts which consist of role conflict in relation context with juvenile probationers and that in organizational context. To cope with these role conflicts, probation officers seem to adapt law enforcement role or eclectic stance of law enforcer and supporter. By the result of this study, we can understand that social control is regarded as more important in supervising juvenile probationers than aid or support for juvenile probationers among Korean probation officers. It has some implications for the policy and practice of probation system in Korea. If we admit that core value of probation lied on rehabilitation of offenders, the more efforts are needed to encourage 'helping aspects' of probation officers. To do this, it could be considered to introduce some guidelines or manuals for helping jobs and revise the recruitment policy or training program for improving professional skills and knowledge originated from social work profession.

이 연구의 목적은 보호관찰관이 인식하는 지도감독의 내용을 살펴보고, 이 업무를 수행하는 과정에서 경험하는 역할갈등과 대처방식에 대하여 알아보기 위한 것이다. 이 주제에 관하여는 국내에 선행연구가 거의 없었기 때문에, 연구자들은 탐색적 연구에 적합한 질적 연구방법을 채택하였다. 연구 결과 법집행자의 역할과 사회복지사의 역할이 서로 경쟁적인 관계로서 동등하게 제시된 외국의 선행연구와는 달리. 우리나라의 경우 법집행자의 역할을 보다 중시하고 있으며, 다만 원조적 역할을 병행하려고 노력하는 유형이 있다는 것을 발견하였다. 한편 이 연구의 정책적 시사점으로는 보호관찰제도의 본질적인 기능, 즉 비행청소년 등의 재사회화 기능을 강화하기 위해서는 보호관찰관의 원조적 역할을 조장하는 방향으로 지침이나 평가기준이 개정되고, 채용 및 교육훈련 등 인사정책의 변화가 요구된다는 점을 제언하였다.
