- The portion of the export by the small and medium enterprises (SMEs) in the total export of Korea has gradually decreased. Taking into account high employment portion of the SMEs and high dependence of Korea's GDP on the export, the importance of the export by the SMEs cannot be too much emphasized for the Korean economy. Since the WTO regime began in 1995, almost all the countries turned their trade policies from direct assistance for the export to the indirect ways and the trade insurance became one of the main tools for export promotion. This study analyzes the statistics of the trade insurance and aims to suggest the direction of the trade insurance for the export promotion and the increased vitality of the Korean small and medium enterprises. Using the risk management theory and the statistics, this study found that the trade insurance has made significant contribution to the export of the Korean SMEs. This study suggest for further export promotion of the SMEs that new export insurance scheme exclusive for SMEs be introduced and trade insurance for the SMEs' exports to newly emerging economies in Asia, Africa and Latin America be aggressively underwritten. Moral hazard problem should be avoided as the adverse selection can be made in the course.

- 최근 중소기업의 수출이 감소하고 있다. 중소기업은 우리나라 고용의 90% 이상을 담당하고 있고 우리나라의 수출은 국내총생산의 40% 이상을 점하고 있어 중소기업의 생산과 수출은 우리 경제의 유지와 성장에 매우 중요하다. 1995년 WTO 출범 이래 각국은 직접적 수출지원을 지양하고 무역보험의 활용을 강화하는 추세에 있다. 이 연구는 리스크 관리 이론과 무역보험 인수 등 통계 분석을 통해서 그간 우리 무역보험이 중소기업의 수출을 위하여 기여하여 온 점을 재확인하면서 향후 중소기업의 수출증대를 위하여 중소기업전용보험을 신설, 운용할 것과 아시아, 아프리카, 중남미 등 신흥지역과 이들 지역에 대한 무신용장 수출 등에 대하여 더욱 적극적인 수출보험 인수를 할 것을 제안하고 있다. 다만 이러한 과정에서 역선택의 문제가 발생하지 않도록 운용상 주의가 요청된다.
