The Ministry of Education decides and declares numerous national educational policy such as open recruitment system for school principals. This study examined the open recruitment policy as a case for understanding how an educational policy is being implemented. Focusing on policy implementation process based on street-level bureaucracy and policy compliance theory, this study used in-depth interview methods. Researcher selected 5 key policy implementation interviewees at provincial educational district and conducted structured and semi-structured interviews between November 2010 and December 2011. The interview note was cross-examined and triangulated by a team of experts and retired principals conforming to case study protocol. The study results show worrisome pictures; first, street-level bureaucrats experience alienation and powerlessness in implementing process; second, they show limited understading and limited belief in open recruitment policy; third, the study showed that the policy compliance pattern is mostly 'token compliance'; fourth, as a street-level bureaucrats, they experience more of restrictions than discretionary activities. This study illustrated the gap between policy decision and policy implementation and recommended action plans to bridge the gap.

이 연구는 교육정책을 집행하는 일선관료가 교장공모제 정책집행과 정을 통하여 어 떤 경험을 하였으며 그러한 개별적 경험이 정책의도와 목표의 구현에 있어서 어떠 한 영향을 주었는지 심층면담을 통한 질적 사례연구방법를 사용하여 검토하였다. 교 육정책의 집행과정에 대한 이와 같은 미시적 분석의 이론적 모형으로 는 일선관료제 (street-level bureaucracy)개념과 정책순응개념을 활용하였다. 사례 연구의 절차는 2010년 11월에서 2011년 12월까지 광역교육청에서 교장공모제를 집 행한 일선관료 5 명을 선정하여 심층면담을 실시하고 그 결과자료를 관련 전문가와 다 각화 분석 (triangulation)하여 유형화하였다. 본 연구의 결과 교장공모제라는 교 육정책을 집행 하는 일선관료는 정책과정에 대한 소외와 무력감, 정책내용에 대한 제 한적 이해, 정 책내용에 대한 제한적 공감대, 정책집행과정에 대한 형식적 순응, 그 리고 정책집행 에 있어서 재량권보다는 제약성과 같은 일선관료의 반응유형을 확인 할 수 있었다. 이와 같은 교장공모제 사례분석을 통한 교육정책 집행과정의 미시적 연구결과는 향 후 교육개혁 정책의 추진과정에 있어서 일선관료와 정책의 집행과정 이 중요한 연결 고리임을 다시 확인하는 의미를 갖고 있으며 이에 관한 구체적 제언을 제시하였다.
