Developed countries recognize that drug abuse goes beyond the simple medical level affecting the physical health and gives serious toxification invading the mental life.
They maintain the strict supervision and regulation within the community treatment system such as probation for the case of drug illegal act, and there is a dominating tendency to lead to the rehabilitation through forcing the drug treatment at the same time.
Korea, albeit belatedly, is making efforts to prevent the drug abuse again through attendance centre order. We don’t accomplish the intended goal now due to the human and material limitations. Accordingly, Ministry of Justice developed the standard program of attendance centre order for drug illegal acts based on stage of
change model and has conducted it in probation offices nationwide.
In order to verify the effectiveness of the standard program, four kinds of pre-and post-tests and recidivism rate after finishing program were surveyed. It’s shown that pre-and post-tests had the significant changes but the second conviction rate was higher than before the program. The problem is that the perceptions of drug abusers were changed, but those changes wouldn’t lead to changes in behaviors.
Therefore, in order to improve these problems, human and material system should be equipped for the treatment and rehabilitation of drug abusers at first and should encourage the subjects to inspire the rehabilitation will through professional and diversified treatment program to meet the needs of subjects.

선진각국에서는 약물남용이 신체적 건강에 미치는 단순한 의학적 수준을 넘어 정신생활에 심각한 해독을 끼치고 있음을 인지하고, 약물사범의 경우 보호관찰 등의 사회 내 처우체계 내에서 엄격한 감독과 규제를 유지하는 동시에 강제적인 약물치료를 통하여 재활을 유도하는 경향이 지배적으로 나타나고 있다.
우리나라에서도 뒤늦게나마 수강명령을 통하여 약물 재남용 방지를 위해 노력하고 있으나 인적·물적 한계로 인하여 소기의 목적을 이루지 못하고 있는 실정이다. 이에 법무부에서는 변화단계모델을 기반으로 한 약물사범 수강명령 표준 프로그램을 개발하여 전국 보호관찰소에서 실시하기에 이르렀다.
표준 프로그램의 효과성을 검증하기 위하여 4가지 사전·사후검사와 종료 후 재범률을 조사한바 사전·사후검사에서는 유의미한 변화가 있었으나 재범률은 실시전보다 높게 나타났다. 이는 약물남용자들의 인식의 변화가 있었지만 행동변화로 이어지는데 문제가 있었다는 것이다.
따라서 이러한 문제점을 개선하기 위해서는 먼저 약물남용자들의 치료·재활을 위한 인적·물적 시스템이 갖추어져야 하겠고, 치료프로그램을 전문화·다양화하여 대상자의 욕구에 맞춰 재활의지를 고양시킬 수 있어야 할 것이다.
