This study was attempted to solve the energy security problems and intergovernmental energy troubles in the Northeast Asia that is constantly easily influenced by the recent China's surging energy demand. To find for solutions to these, we have firstly analyzed the energy supply and demand conditions and energy secure strategy in China. Next, we have examined the progressing conditions of East-Siberian pipe line construction project that is one of the prominent energy cooperation project in Northeast Asia. Finally based on the results, it is suggested that Korean government has to establish the informational network and the intergovernmental energy organization order to take part in the East-Siberian pipe line construction project. It is also urgently required that Korean government's financial support for the East-Siberian pipe line construction project and construct to Korean branch pipe line in the East-Siberian pipe line.

본 연구는 근년 중국의 에너지 수요급증에 따른 동북아의 에너지 안보문제 및 역내국가 간의 갈등 해소를 위해 시도된 것이다. 이를 위해 우선 중국의 에너지 및 석유 수급상황과 국외 에너지 확보전략을 살펴 본 후, 동북아의 에너지 확보경쟁 및 협력의 대표적 사례라고 할 수 있는 동시베리아 송유관 건설사업의 진전 상황을 분석하였다. 그리고 이를 바탕으로 하여 한국의 동 사업 참여방안으로서 정보 네트워크의 구축, 동북아 에너지 협력기구의 창설, 재정의 지원, 동시베리아 송유관 한국 지선의 건설 등을 도출하였다.
