With the rapid increase in the number of foreign residents, recently, the Korean government is pursuing diverse multicultural policies in preparation for multicultural society. However, several ministries are pursuing different policies according to their own legislation, generating overlapping policies and, thus, wasting their administrative costs. This study aimed to present a plan for improving the multicultural policy coordination system so that the central government could efficiently carry out multicultural policies. For this purpose, an attempt was made to identify problems with the Korean system in pursuing and coordinating multicultural policies, analyze the German cases, and make policy recommendations. On this basis, a necessary foundation to coordinate Korean multicultural policies was presented. To coordinate multicultural policies, first, we recommend to prepare a basic law on multicultural affairs so that ministries can carry out multicultural policies in a consistent and systematic way; second, we recommend to build a systematic and efficient coordination system by integrating the three multicultural policy coordinating organizations into one and setting up a taskforce; and third, we recommend to build a close collaboration network among the ministries around the multiculturalism committee, which will soon be established, with the objective of institutionalizing the inter-ministry multicultural policy network.

최근 체류 외국인의 급속한 증가에 따라, 우리나라 정부는 다문화 사회에 대비하기 위해 다양한 다문화정책을 추진하고 있다. 하지만 정부 내의 다양한 부처들이 소관 법률에 따라 제 각각의 다문화정책들을 추진하고 있어 정책간 중복현상이 발생하고 그로 인해 행정비용이 낭비되는 비효율성이 야기되고 있다. 이에 본 연구는 중앙정부의 다문화정책들이 효율적으로 운영될 수 있도록 다문화정책 조정체계에 대한 개선방안을 제시하고자 하였다. 이를 위해 우리나라 다문화정책의 추진체계와 조정체계의 문제점을 분석하고, 독일 사례를 분석하여 시사점을 도출하였다. 이를 바탕으로 우리나라 다문화정책의 조정을 위해 필요한 기반을 제시하였다. 다문화정책 조정에 필요한 기반으로서, 첫째 다문화정책이 부처들 사이에서 일관성 있고 체계적으로 수행될 수 있도록 다문화 기본법이 마련될 필요가 있다. 둘째, 세 개로 나누어져 있는 다문화정책 조정기구를 통합한 조정기구를 마련하고 산하에 전문분과위원회를 구성하여 체계적이면서 전문성을 보장하는 조정체계를 구축할 필요가 있다. 셋째, 중앙부처간 다문화정책 네트워크를 제도화하기 위해, 신설되는 다문화통합위원회를 중심으로 관련 부처간 긴말한 협력 네트워크를 구축할 필요가 있다.
