Around 14:46 on March 11, a massive earthquake with a magnitude of 9.0 struck Sanriku Coast, Japan. The ensuing tsunami swept across many cities and villages along the Pacific coast of the Tohoku district, causing tremendous human and structural damage. According to the Ministry of Agriculture, fishing and fish processing complex has suffered a devastating disaster that amount is estimated to be approximately ¥ 2,839 trillion. I have visited to investigate in Ishinomaki for several times about damage, recovery and revival of processing marine product industry since a tsunami earthquake in eastern Japan. This paper is a summary until last November that damage and interview with companies which are how they are reconstructing. They are reconstructing by themselves that fisherman and companies without government supports. They remain problems that employment stability, customer maintenance and opening a stable market.

2011年3月11日に生じた東日本大震災は、北海道から千葉県にかけて水産加工業に甚大な被害を及ぼした。 農林水産 省の被害状況報告書によると、漁港や水産加工団地は壊滅的被害を受けており、その被災額はおよそ2兆 2,839億円と推 定される。特に岩手県と宮城県においては、被害が他地域に比べてすべての漁業地区に及んでおり、港湾地 区の地盤沈 下など復旧ㆍ復興がなかなか進まず、事業の再開割合が最も低い水準となっている。中でも石巻地区は、沿 岸部の水産 加工団地内に200社ほどの水産関連の施設、関連メーカーがあったが、壊滅的な被害を受け、悲惨な状況であ った。 筆者は、2011年7月から11月にかけて石巻地区を複数訪問し、水産加工業の更なる復興への提言に先立って、 被災地 の復旧ㆍ復興に向けての取り組みと、その過程における課題についてヒアリング調査を行った。本稿は、被 災概況及び 11月まで訪問企業の復興過程を中心に記録したものである。その結果、行政側の支援に頼らず、被災地の魚 師や水産加 工業者たちを中心とする、復興に向けた自発的な取り組みが多く確認できた。しかし、復興過程において、 雇用の創 出、震災前からの取引先の維持、安定的かつ持続的な販路開拓といった課題が浮かび上がった。
