This study aims to draw implications by understanding Koreans’ attitude toward overseas adoptees and considering their facing problems and actual conditions through an analysis of the reports of The Chosun Ilbo and The Kyunghyang Shinmun, nation’s major news media. In actual fact, the number of overseas adoptees to visit Korea has increased gradually since the mid-1990s although overseas adoptees has grown very attentive to Korea after 1988 Seoul Olympic Games. This is the reason why the research conduced an analysis of both newspapers reports after the 2000s. Since then, the Web site for overseas adoptees has been opened and the news on them have released because the Korean government legislated act on Overseas Koreans Foundation in 1997 and started to formally include overseas adoptees in the global Korean community. The interest in overseas adoptees is growing in Korea because of the rapid economic growth of Korea, Korean government continued interest in overseas Koreans, etc. In the research method, it compares and analyzes how The Chosun Ilbo and The Kyunghyang Shinmun speaking for conservative press and progressive press respectively look at overseas adoptees during about ten years, from 2000 to 2011. The objects of analysis are the tone of two newspapers, an editorial, and a column regarding overseas adoptees. Based on earlier studies, it shows differences between two newspapers’ reports and argument in three respects: causes of overseas adoptees, seeking their roots and identities, and international adoption and domestic adoption. The results of the research are as follows. First, in regard to causes of overseas adoptees, baby girls and children with disability have been sent overseas because of blood ties-oriented culture and the preference for male offspring in Korean society. Second, overseas adoptees are facing a negative international reputation which Korea is a orphan exporting country from the mid-1990s to the 2000s. In addition, overseas adoptees are seeking their roots in Korean society and experiencing identity confusion in adolescence. To handle the matter, it is emphasized Korean society interest, Korean government support, granting dual nationality, and making use of talented people. Third, the matter on international adoption and domestic adoption is under discussion in Korea since the domestic adoption priority system was imposed in 2007. In particular, the need for change international adoption into domestic adoption came to the fore. While The Chosun Ilbo asserts necessariness of international adoption, The Kyunghyang Shinmun asserts the solution of the unmarried mother problem, overcoming biases against children with disability, and legal institutional supplement policies on domestic adoption in order to produce an atmosphere of domestic adoption. In conclusion, Korean government has developed and executed various programs, such as follow-up management of overseas adoptees, homeland visiting experience program, overseas adoptees project, etc since 2000. But it could be pointed out a lack of a true understanding on overseas adoptees in these programs.

이 연구의 목적은 해외입양인에 대한 신문보도의 내용분석을 통해 해외입양인에 대한보도태도를 파악하고 당면과제와 실태를 고찰하여 시사점을 도출하는데 있다. 연구방법은 2000년부터 2011년까지 약 10년간 2대 주요 신문인 조선일보와 경향신문들이 한국인의 시선에서 해외입양인들을 어떻게 바라보고 있는지를 내용분석을 통해 살펴보았다. 분석대상은 두 신문의 해외입양인에 관한 논조와 주장이 담긴 논설 및 칼럼이었다. 기존연구의 검토를 통해 도출된 해외입양인에 관한 발생적 원인, 뿌리찾기와 정체성, 해외입양과 국내입양이라는 3가지 차원에서 개념화하여 분석을 시도하였다. 두 신문의 내용분석을 통해 산출된 연구결과는 다음과 같다. 첫째, 해외입양인의 발생적 원인에 대한 논조를 살펴보면, 한국사회의 혈연중심의 문화와 남아 선호사상 때문에 여자아이와 장애아가 해외로 입양하는 사례가 많이 발생하고 있다는 것이다. 둘째, 해외입양인은 90년대 중반 이후부터 2000년대에 걸쳐 한국사회에서는 고아수출이라는 부정적인 국제적 시선과 맞물려 대부분의 논조는 국내입양을 강조하기 시작했다. 또한 해외
입양인들이 겪고 있는 청소년기 한국사회에서 뿌리찾기와 정체성 혼란에 대한 해결책으로 한국사회의 관심과 정부지원, 이중국적부여와 적극적인 인재활용을 강조하는 주장이 많았다. 셋째, 2007년도에 해외입양인 제도가 국내입양우선제로 바뀌면서 국내외입양에 관한 논의들이 활발하게 전개되었다. 특히 해외입양에서 국내입양으로의 전환이 필요하다는 논조들이 등장했으나, 조선일보는 해외입양의 불가피성, 경향신문은 국내입양 분위기조성을 위한 미혼모문제 해결, 장애아에 대한 사회적 편견 줄이기, 국내입양에 대한법적 제도적 보완 등을 주장하였다. 시사점은 90년대 중반 이후 해외입양인들에 대한 관심이 증폭되면서 한국정부에서도 해외입양인에 대한 다양한 프로그램들이 개발되었지만 이러한 프로그램들은 한국정부의 시선차원이지 해외입양인 입장에서의 적용이나 활용이 부재하다는 점을 지적하고자
한다.
