The purpose of this study is to analyze content system and content component of the 2009 Revised Secondary ‘Social Studies’ Required Curriculum and to evaluate how they are appropriate in light of the Social Studies?nature and objectives. I found out that severe changes occurred in the content system and content component of the 2009 Revised Secondary ?ocial Studies?Required Curriculum. They are as follows. Firstly, The curriculum is organized from middle school 1 year to middle school 3 year according to approach based multi-year learning. Secondly, content component organized in high school ‘Social Studies’ required curriculum integrated in middle school ‘Social Studies’ required curriculum. Thirdly, 2009 National Standards for ‘Social Studies’ required curriculum was less than 2007 National Standards for ‘Social Studies’ required curriculum. Fourthly, international political Area and unification were included newly, but overall content element decreased. I evaluated changes of 2009 Revised Secondary ‘Social Studies’ required curriculum in terms of Social Studies?nature and goals. The results are as follows. Firstly, the 2009 Revised Secondary ‘Social Studies’ required curriculum has limitation so that learners can not achieve the necessary knowledge and skills for social life. Secondly, in a situation that emphasizes global minded person, inclusion of international politics is very encouraging phenomenon. Thirdly, the integration of educational content component could threaten educational content optimization. I suggest that government and curriculum developer reflect whether decrease of ‘Social Studies’ required curriculum and reduction of education content component is educationally desirable, and should switch the direction to minimize problems even now.

이 연구의 목적은 2009 개정 교육과정 총론에서 제시한 방향을 반영하기 위하여 2011년에 고시된 2009 개정 교육과정에 따른 중등학교 ‘사회’ 과목 교육과정의 변화 내용을 분석하고, 변화 내용이 사회과교육의 성격과 목표 등에 비추어 적절한지를 평가하는 것이다. 이를 위하여 2009 개정 교육과정에 따른 중등학교 ‘사회’ 과목의 변화 내용을 분석한 결과는 다음과 같다. 첫째, 학년군의 방향을 반영하여 교육내용을 중학교 1~3학년으로 편성하였다. 둘째, 공통과정 단축으로 고등학교에 편성되어 있던 내용요소가 중학교 교육과정으로 통합되었다. 셋째, 2007개정 교육과정에 따른 중등학교 ‘사회’ 과목 성취기준의 개수(69개)보다 2009 개정 교육과정에 따른 중등학교 ‘사회’ 과목 성취기준의 개수(42개)가 감소하였다. 넷째, 국제정치 영역과 통일에 관한 내용이 추가되었으나 전체적으로 내용요소가 감소하였다. 사회과교육의 본질과 목표 및 교육내용 적정화 등에 비추어 변화 내용을 평가한 결과는 다음과 같다. 첫째, 2009 개정 교육과정에 따른 중등학교 공통과정 ‘사회’ 과목의 내용만으로는 사회생활에 필요한 지식과 기능을 습득하기에 부족하다. 둘째, 국제법이 편성되지 않은 교육과정은 국제적 소양을 가진 시민을 육성하기에 한계가 있다. 셋째, 고등학교 교육내용과 중학교 교육내용의 통합은 교육내용 적정화를 위협할 수 있다. 이런 문제를 최소화하기 위해서는 공통과정 단축과 교육내용 축소가 교육적으로 바람직한지에 대하여 진지한 성찰이 이루어져야하며, 지금이라도 방향을 전환하기 위한 결단이 필요하다고 제안하였다.
