According to the "2011 Korea National Police Yearbook," the crime arrest rate has a tendency of decreasing though the manpower of the police has been strengthened with increasing of the crime rate. Traditionally, the security services commonly associated with pure public goods. However, with the inefficiency of public goods or user charging principle, the security service has been switched to the private sector concept. Private security business in Korea has grown rapidly since the 1980s. During the last five years, the scale and expense per company is getting smaller in spite of increasing the growth of security company's number,. It means a general decline in employment. (41 guards per company at the end of 2010) This situation that the private security business seems to be poor conditions can give rise to low performance of private security business and add the burden of the public security service.(e.g. police) Through this paper, inefficiency of public security goods and necessity of switching the private security goods are discussed, and the level of public security service with the consideration of police manpower, the crime rate and the crime arrest rate is analyzed. To reduce the inefficiency of the police public goods and enhance the benefits of police private goods, the quasi-government enterprise of private security business, as combination of public and private goods, is introduced. The quasi-government enterprise of private security business can be contribute to the prevention of various crimes and the expansion of security safety network for public life. To switch to the quasi-government of that, models of public enterprise and Daegu city bus system which is adopted the quasi-government system is considered. First of all, the budget for personnel expense is to be secured through the enactment and revision of the related laws for the introduction of quasi-government system. The collectivization of airport guard in United States is the case to reflect the concerns and expectations to the national security that is the government's unique responsibility beyond the benefits of privatization. It shows that the government intervention is needed for the integrity and stability of the private security business.

「2010경찰백서」의 통계에 따르면 범죄발생률의 증가에 따라 경찰의 인력도 역시 보강하여 왔으나, 범죄검거비율은 감소하는 경향을 보인다. 전통적으로 치안서비스는 순수 공공재로 여겨져 왔으나, 공공재의 비효율성 및 사용자 부담원칙에 따라 사적재 개념으로 전환되고 있다. 한국에서는 1980년대 이후부터 민간경비업이 급속히 성장하고 있다. 최근 5년간 민간경비업체의 수는 늘어난 반면 업체당 규모는 감소하고 있다. 즉, 전반적인 경영의 축소를 의미하며, 2010년 말 기준으로 업체당 평균 41명 고용하는 수준이다. 이와 같은 민간경비업의 열악한 상황은 낮은 수준의 서비스 제공 및 공공재(경찰)의 부담 가중을 초래할 수 있다. 따라서 본 논문에서는 공공치안서비스의 비효율성을 분석하고 사적치안서비스로의 발전에 대해 논의하였다. 아울러 경찰력과 범죄율 및 검거율을 고려한 공공치안서비스의 수준을 분석하였다. 연구결과, 본 논문에서 치안 공공재의 비효율성을 줄이고 치안 사적재의 장점을 높이기 위해 두
제도의 결합방안인 준공영제방안을 제안하였다. 민간경비업의 준공영제는 다양한 범죄예방 및 공공생활안전망 확충에 기여할 수 있으므로 민간경비업의 준공영제에 접근하기 위해 공기업과 준공영제를 적용하고 있는 대구시내버스모델을 참조하였다. 준공영제도입을 위해서는 우선적으로 관련법률의 제정 및 개정을 통한 민간경비원의 인건비확보가 우선시 되어야 한다. 미국의 공항경비대의 공영화는 민영화의 이점을 넘어 국가의 고유한 책임인 국가안보에 대한 관심과 기대를 반영하는 사례이다. 이는 민간경비업의 건전성과 내실화를 위해 정부의 개입이 필요하다는 것을 보여준다.
