As the number of library users is continuously increasing, there is a demand for operating libraries in an efficient manner to actively cope with environmental change in libraries. In other words, seeking service items intended for library users and applying the service items sought to operation policies for libraries are necessary to improve satisfaction of library users. Local libraries can be divided into three categories: a public library, a small-scale library, and a mini-library. The three types of libraries have their own distinctive characteristics, making it difficult for one single policy to be effective for the three types of libraries at the same time. One may easily conjecture that priority of importance in operating a library more efficiently by improving necessary items required for library operation varies depending on the type of the library; at the same time, the most necessary item can be varied depending on a budget secured for the library. Therefore, we conduct research on which items are required for operating libraries efficiently and improving library services by classifying local public libraries into the three types. We survey previous works related to the current research; identify key issues in library operation and service items; newly devise evaluation items intended to help operate public libraries; and employ Ulsan metropolitan city as a case study of our research. Therefore, this research measures relative weights for the respective items needed for operating public libraries in the corresponding area and suggests policy priorities required for local public libraries.

2013년까지의 도서관발전종합계획이 수립·시행되면서 지방자치단체마다 특성을 반영한 공공도서관 개별 정책들을 구체화해 나가고 있다. 도서관발전종합계획의 기본 골자는 도서관 운영을 둘러싼 주변 환경 변화를 주목하고 이용자들에게 필요한 서비스 항목들을 발굴해 나가도록 하는데 있다. 본 연구는 공공도서관 운영과 서비스 개선 등에 필요한 사항을 탐색하기 위하여 사례대상 지역을 선정하고 실제 조사를 통하여 정책의 우선순위와 함께 상대적으로 정책 항목들이 갖는 중요성까지 가중치를 통하여 제시하고자 하였다. 또한 도서관 운영에 필요한 내용들을 구체적으로 제시하고 도서관 운영과 서비스 항목에 대한 사항을 계량화하기 위하여 울산광역시를 사례로 조사를 실시하였으며, 도서관이 도시에 미치는 영향, 그리고 도서관 스스로 자체평가를 할 수 있도록 질문지를 구성하여 이를 측정하였다. 조사 결과와 도서관별 운영 형태를 파악한 결과, 사례대상이 되는 울산지역 내 모든 도서관을 아우를 수 있는 네트워크(network) 구축과 도서관에서 행하는 일련의 사업 연계 프로그램 운영을 위하여 도서관 업무를 집중하도록 행정체제를 갖추고, 현존하는 도서관에서는 대민 서비스에 치중하는 방향으로 운영되어야 할 것이다.
