Among the numerous elements of morale support for the police officers, this study limits them to welfare program and social evaluation to seek methods of boosting police officers' morale.
Currently the welfare program for police officers implement customized welfare system, which needs much improvement.
The welfare points implementation to begin with. Due to their specificity of work, meaning danger and immediacy, police officers are always exposed to danger but yet they receive similar welfare points as the regular administrative officers. As a result, even if they are in the same administrative safety department, welfare points needs to be implemented proportionate to the work's nature and the 4th Article of 「Public officer welfare regulations」should undergo revision to make this possible. In other words, legal grounds for points increase should take place. Secondly, there is the insurance item among welfare items, one of the mandatory items on the list.
This item is mandatory due to the constant danger factor that entails the police work. Imposing points that the beneficiary cannot use at will but taking them back mandatorily for those members is contradictory. Therefore, if this insurance must be bought for the specific nature of the work, the police department should join insurances at their level for all the officers and not impose this on their points to provide the policemen points they can actually spend however they need to.
There have been suggestions of supporting police officers' morale through press, which can be recognized by the officers as social evaluation. Currently the media publishes negative articles on police regarding corruption or accidents within the department 5 times more than those in positive nature, such as their good deeds or moving stories. Of course this is not to say we should hide police corruption or accidents that take place in the police departments. What we suggest is that we balance the positive press with the negative ones, at least. It goes without saying that the police officers should do their best not to cause cases or accidents that may leak to the media and damage their social evaluation. Also, it would be effective to maintain good relations with the media by hiring professional media personnel as police department PR staff, who will deal with fairness issues, distortions, or misreports. In the end, if the public evaluation through media enhances, police officers' morale will also develop.

연구에서는 경찰조직구성원의 사기에 대하여 여러 가지 영향요인이 있겠지만 후생복지와 사회적 평가의 요인으로 한정하여 사기진작방안을 찾아보고자 하였다.
현재 경찰의 후생복지제도는 맞춤형 복지제도를 도입하여 운영하고 있는데, 그 내용에 있어서 개선해야 할 점이 있다. 먼저 복지 포인트의 적용문제이다.
경찰공무원은 업무의 특수성, 즉 위험성, 돌발성 등으로 인해 언제나 위험에 노출되어 있는 직군의 업무인데, 일반 행정부 공무원들의 복지 포인트와 비슷한 적용을 받고 있다는 것이다. 따라서 행정안전부 소속이더라도 업무의 특수성으로 인한 복지 포인트의 비례적용이 필요한 상황이며, 이를 위해 「공무원후생복지에 관한 규정」제4조를 개정해야 할 것이다. 즉 법적인 근거를 마련하여 포인트 상향조정을 가능하도록 하여야 한다는 것이다. 또한 복지항목 중 필수항목인 보험항목이 있는데, 이는 업무의 특성상 항상 위험성이 도래되기에 의무적으로 가입하게 되어 있는 조항이다. 이것은 수혜자가 마음대로 쓰지도 못할 포인트를 부여하였다가 구성원을 위해 의무적으로 쓴다는 식으로 다시 회수해가는 생색내기의 표현일 수 있다. 따라서 업무 특성상 의무적으로 가입하여야 하는 보험이라면 경찰청에서 애초에 보험가입을 일괄적으로 하고, 포인트에는 부여하지 말고, 실질적으로 구성원이 원해서 쓸 수 있는 포인트를 부여하자는 것이다.
경찰공무원이 사회적 평가로 인식할 수 있는 언론보도와 관련해서도 사기를 진작시킬 수 있는 방안을 제시하였다. 현재의 언론보도관행은 경찰 이미지에 우호적인 선행․미담의 사례보다 경찰에 비우호적일 수 있는 부패․비리나 자체사고 관련보도를 5배 이상 보도하고 있는 실정이다. 물론 경찰의 부패, 비리나 자체사고를 은폐하자는 것은 아니다. 선행․미담사례가 없는 것도 아닌데, 적어도 보도비율을 맞추어가자는 것이다. 물론 경찰공무원은 스스로 언론에 비춰져 사회적 평가가 낮아질 수 있는 사건과 사고를 최대한 만들어내지 말아야 할 것이다. 또한 언론의 공정성 문제나 왜곡, 오보 등에 대항하거나 잘 관리할 수 있도록 경찰의 홍보담당책임자를 전문 언론인 출신으로 영입하여 언론과 우호관계를 유지시켜나가는 것도 대언론정책에 있어 효과적인 방안일 것이다.
결국 언론을 통한 국민의 사회적 평가가 호전되면 경찰공무원의 사기는 올라갈 것이다.
