In 1963, for the first time, Public Housing Law had been established as a regislation about management of Aggregate Buildings. and through revision of the Housing Law in 2003, it has established a strong management system.
On the other hand, since the Aggregate Buildings Law (ABL), stick to the Japanese Separate Ownership Law , has been enforced without any particular revision, since had been established in 1984.
Korean regislations about management of an Aggregate Building are defined by distinction between an apartment house and an aggregate building. About that takes natural, arbitrary management system, and about this forced, systematic management system.
In practice, however, not recognize to apply Aggregate Buildings Law (ABL) for Aggregate Building, and not observe the legal Management System at the aggregate building, which applied by the Housing Law in this paper analyze history and contents of korean laws and regulations about management of an Aggregate Building and raise issues.
To the mangement of an aggregate housing, which applied by the Housing Law , shall apply regulations of the Aggregate Buildings Law (ABL) and to the mangement of that not applied by the Housing Act , corresponding management system should be established, through revision or enacting of special laws.

우리나라 집합건물의 관리에 관한 법제는 1963.년 제정된 공영주택법 을 시초로, 그 후 1972년「주택건설촉진법 , 1979년 동법에 의한「공동주택관리령」을 거치면서 2003년「주택법」의 전면 개정으로 동법 관리령을 폐지, 통합하여 보다 강력한 관리체계를 확립한다.
한편, 집합건물의 소유 및 관리 등에 관한 법률 은 1962년 일본 건물의 구분소유법을 답습하여 1984년 제정된 이래 제8차에 개정을 거치고 있다.
이와 같이 한국의 집합건물 관리에 관한 법제는 집합건물과 집합(공동)주택을 구별하면서, 전자에 대하여는 집합건물법 을 중심으로 임의적․자연적 관리체계를 취하는데 반하여, 후자에 대하여는 주택법 및 동 법령 을 중심으로 강제적․조직적 관리체계로 규정한다. 그러나 관리 실태에서는 집합건물법 을 적용 받는 집합건물에서는 아애 집합건물법의 적용을 인식하지 않거나 관리체계를 외면하고, 주택법 이 적용되는 일정 규모 이상의 집합주택 또한 법정의 관리체계가 준수되고 있는 것도 아니다.
