This study examined change in the environment of administration for forestry and in particular change in overseas environment and reviewed background of strengthening international cooperation in adminstration for forests. For sustainable forest management in future it was found that there was not only need for positively responding to accelerating multilateral international treaties but also need for strengthening international cooperation system in forest area for development and support of overseas forest resources through bi-lateral cooperative system too. To this end there is need to have serious review and action for new establishment of function for international cooperation, expanding manpower of experts, new establishment of overseas forestry cooperation centers and dispatch of mission officers to countries of strategic cooperation for forestry by phases. By inducing general meeting of the 10th UNCCD attended by the concerned countries to Changwon, Gyeongnam for the first time in Asia it will be possible to publicize success story of Korea in afforestration and to enhance sovereign brand. But more importantly there should be effort to maximize national interest at the table of negotiation at UNFCCC. Also there is need for our country to strengthen ability for negotiation for climate change through establishing strategy for creating mid-and-long term basis and expanding expert manpower etc. to realize vision of the country for green growth and under low carbon condition.

산림청은 정부 내 다른 기관보다도 녹색성장과 더 밀접한 관련을 맺고 있으며, 국내뿐만 아니라 국제적인 차원에서도 공생발전을 기본 이념으로 산림이나 목초지의 지속가능성을 담보할 기회와 책임을 떠맡고 있다. 그리고 이러한 책임감은 기후변화가 산림에 미치는 영향에 대응할 수 있기 위해서는 반드시 필요한 것이다. 따라서 본 연구에서는 산림행정의 환경변화, 특히 국외 환경변화에 대해서 살펴보고, 산림분야 국제협력의 강화 배경에 대해서 검토해 보았다. 검토결과, 향후 지속가능한 산림자원의 관리(SFM)를 위해 다자간 국제협약 추진에 능동적으로 대응함은 물론 양자간 협력체계를 통해 해외산림자원의 개발과 지원을 위해 산림분야 국제협력체계를 강화할 필요가 있다. 이를 위한 구체적인 방안으로 국제협력부서(국제협력관) 신설 및 전문인력 확충, 양자협력 강화를 위한 해외산림협력센터 신설, 전략적 산림협력국가에 임무관 파견 확대 등을 시차적인 관점에서 신중하게 검토하면서 추진해 나가는 것이 필요하다. 그리고 제10차 UN사막화방지협약(UNCCD) 당사국 총회를 아시아지역 최초로 경남 창원에 유치함으로써 한국의 산림녹화 성공사례를 홍보하고 국가브랜드 제고에 기여할 수 있다. 하지만 더욱 중요한 것은 이러한 적극적 대응을 통해 기후변화협약(UNFCCC) 협상에서의 국익을 최대화하고자 노력해야 한다는 것이며, 또한 우리나라도 ‘저탄소 녹색성장’의 국가비전 달성을 위해 중․장기 기반조성 전략 수립 및 추진에 따른 전문인력 확충 등 기후변화 협상능력을 강화하는 것이 필요하다는 것이다.
