This study aims to figure out the current state of social enterprises by the levels of government and suggest developmental tasks for job creation. For this, this paper focused on social enterprise system sponsored by the Ministry of Employment & Labor, Gyeonggi-do province, and Bucheon-si local government. The social enterprise system executed by local government still remains in the initial stage. And most authorization schemes and social enterprises-fostering policies are being conducted intensively in the ministry level of central government including the Ministry of Employment & Labor, which are not suitable to local realities. Therefore, to enhance regional social enterprises, the institutional responsibility of authorization is needed to transfer largely from central government to local government, and the authorization power should be rebalanced among different entities of government, market, and civil society. Also, the government should extend autonomous roles and activities of regional social enterprises to cope with their own socio-economic problems and provide policy support for social enterprises to secure social sustainability.

본 연구는 중앙 정부차원에서 고용노동부가 주관하는 사회적 기업제도와 광역자치단체인 경기도, 그리고 기초자치단체인 부천시를 연구대상으로 선정하여 정부수준별로 시행․추진되고 있는 사회적기업의 현황을 파악하여 일자리창출을 위한 사회적기업의 발전과제를 종합적으로 제시하였다. 기초자치단체 차원에서 시행하고 있는 지역형 사회적기업제도는 시작단계에 머물고 있으며, 대부분의 사회적기업과 관련한 인증제도 및 육성정책은 고용노동부를 비롯한 중앙정부차원에서 중점적으로 실시되고 있어 지역현실을 반영하지 못하고 있다. 따라서 지역현실을 고려한 사회적 기업을 육성하기 위해서는, 중앙정부 주도방식에서 지방정부 주도방식으로 법․제도체제가 대폭적으로 이양될 필요가 있으며, 시민사회영역과 시장영역이 정부와 균형을 이루어야 한다. 또한 사회․경제문제의 해결, 지역사회문제의 해결차원에 있어서 정부는 사회적기업의 자생적 역할과 활동영역을 확대․지원하고, 사회적기업의 사회적 지속가능성이 확보될 수 있도록 다양한 정책적 지원이 필요함을 지적하였다.
