This study elicited discussions and suggested policy-based implications by comparatively analyzing cases of supporting educational financing subsidy in Seoul, Gyeonggi, Jeonbuk and Jeju local government from the aspect of the legal, financial and cooperative realities. All of four cities and provinces enacted the regulations of installing the Council of Educational Administration, but were indicated big difference in educational financing support scale, major educational support project, and cooperative relationship through enacting the regulations. In light of this, the support for the current local education finance by the local government was indicated to be greatly influenced by the characteristic like the financial ability in region, by local government chief's propensity and intension, and by the connective cooperative level between local government and local offices of education. Through the results of this study, the suggestions were included the clear statement of support scale for increasing substantial effect of enacting regulations, the establishment of the support principle for securing equal opportunity in education of students within region, and the reinforcement in educational connection and cooperation between local government and local office of education.

본 연구는 지방자치단체와 교육청간의 교육연계 협력이 강조되는 상황에서 교육경비보조금을 중심으로 서울, 경기, 전북, 제주의 교육비 지원 사례를 법적, 재정적, 협력적 실태를 비교 분석하여 논의점을 도출하고 정책적 시사점을 제시하였다. 4개 시‧도는 모두 교육행정협의회 설치 조례를 제정하였으나, 조례 제정을 통한 교육비 지원규모, 주요 교육지원 사업, 협력 관계 등에서는 차이가 큰 것으로 나타났다. 이에 비추어 볼 때, 현행 지방자치단체의 교육비 지원은 지역의 재정력과 같은 특성과 자치단체장의 성향, 의지, 시‧도와 시‧도교육청간 연계 협력 정도에 큰 영향을 받고 있다. 본 연구 결과를 통해 실질적인 조례 제정 효과를 높이기 위한 지원규모 명시, 지역 내 학생들의 교육기회 균등 보장을 위한 지원 원칙 수립, 지방자치단체와 교육청간 교육연계 협력 강화 등을 제언하였다.
