A policy discourse has the very important meaning in the study of democratic public policy. The term 'policy discourse' is used to understand the discussion process around a specific policy. The analysis method of policy discourse may be classified the linguistic analysis, content analysis and argumentation analysis. A policy argument is a statement that advocates adopting a policy or justifies the decision to adopt a policy. This study is indicated the characteristics of policy argument as normative in purpose, pragmatic in nature and discourse process. This study advances the study of policy arguments by proposing components for their evaluation on the basis of the characteristics of policy argument. That is the valuative component, feasibility component and relevance component. It is expected that the study of policy discourse and argument is contributed to the complex real problem solving.

정책담론은 민주주의 정책학 연구에서 중요한 의미를 갖는다. ‘정책담론’이란 용어는 어떤 구체적인 정책을 둘러싼 토론과정으로 이해되고 있다. 정책담론을 분석하는 방법은 언어적 분석, 내용분석 및 논증분석 등이 있다. 정책논증은 어떤 정책을 채택하기로 한 결정을 정당화하거나 정책의 채택을 옹호하는 진술이다. 본 연구에서는 정책논증의 특성으로 목적에서 규범적이고 본질에서 실용적이며, 담론과정이라고 지적하였다. 본 연구는 이러한 정책논증의 특성에 기반하여 논증평가를 위한 구성요소로서 가치적 구성요소, 이용가능성 구성요소와 적실성 구성요소를 제안하였다. 정책담론과 논증에 관한 연구는 복잡한 현실적 문제해결에 기여할 것으로 기대한다.
