The Aggregate Buildings Law(ABL) has been enforced without any particular revision, however, Aggregate Buildings not only increased in quantity, but also seen many changes on scale and form. To solve such problems caused by the gap between law and reality, in this dissertation propose some reform measure for the Aggregate Buildings Law. New enactment of proceedings to remove the relation of divided ownerships, House register of divided building is demanded to compensate the defect of Art. 54. It should be demand to make an entry of representative and management mode etc. with government notices of exclusively owned part in the register(Art. 54, clause 2) for the reinforcement of Management Division's status, and should be newly enacted articles to be equipped with professional management and equipment. A special Act should be enacted about the management of an aggregate building complex to unify judicial substances on the Housing Act to the judicial system.

우리나라 집합건물의 관리체계는 집합건물과 집합(공동)주택을 현 격히 구별하면서 그 관리체계 또한 의무적 공법관리체계와 임의적 사 법관리체계로 분화한다. 이와 같은 현실은 우리나라 집합건물 건립의 역사와 관련한 것이지만, 어떻던 이와 같은 결과는 집합건물에 대한 공 사법 적용에 혼선을 주고, 특히 일정규모 이상의 공동(집합)주 택에 대하여는 지나친 공법적 규제를 가함으로서 구분소유자간의 자율적 관리를 침해하고 그 관리권침해에 대한 권리구제를 어렵게 하고 있을 뿐만 아니라, 동법 적용이 배제되는 집합건물에 대하여 는 관리의 공백을 주고 있다. 이 논문에서는 우리나라 집합건물의 관리법령의 역사와 그 내용을 분석하고, 그 적용에 따른 문제점을 제기하고, 이와 같은 문제를 해소 하기 위해서는 주택법이 적용되는 일정 규모 이상의 집합주택의 관리 에는 주택법 규정을 축소하여 집합건물법 의 적용을 유도하고, 또한 주택법 이 적용되지 않는 일정 규모 이하의 집합주택 또는 집합 건물 에 대하여는 집합건물법 을 개정 또는 특별 법률을 제정하여 오늘날 다양화․대형화 된 집합건물에 상응하는 관리체계를 확립할 필요가 있음을 주장하였다.
