CBA(Cost-Benefit Analysis) is a policy assessment method that quantifies in monetary terms the value of all consequencies of a policy to all members of society. In the criminal justice research field, CBA is rather actively done abroad, but it is not done at home. The purpose of this study is to provide researchers as well as working-level policy makers with basic material for economic evaluation of criminal policy, in particular, CBA, and to introduce and give 'actual cases'. The case that this study addressed as CBA is 'Jupok(drunken violence) eradication program(JEP) in Korea. Obstruction of justice by drunken people has been a serious problem in a street-level police agency in Korea. JEP is a kind of community policing that tackles the problems of drunken people. JEP was initially launched September 2010 by Chungbuk Provincial Police Agency. This study analyzes the cost and benefit of the program. According to the result of CBA of the JEP, the benefit/cost ratio of JEP is about 1.326.

비용편익분석은 정책의 시행여부와 정책대안의 우선순위를 경제학적 관점에서 판단하는 의사결정기법 중 하나이다. 국내의 경우 대규모 공공사업분야와 함께 최근 규제행정 분야 등을 중심으로 그 적용이 활발하게 이루어지고 있으나, 경찰 등 형사 정책 프로그램과 관련해서는 비용편익분석 연구가 미흡한 실정이다. 이에 본 연구에서는 충북지방경찰청 주폭척결 프로그램을 대상으로 비용편익분석을 실시하여, 주폭척결 프로그램이 경제적으로 효율적이라 판단할 수 있는지를 검증하였다. 분석결과 경찰 비용은 약 12억 6,330만원으로 산정되었고, 편익은 약 16억 7527만원으로 산정되어, 비용편익비율(BC ration)이 1.326인 것으로 나타났다. 본 연구는 경찰의 범죄예방 프로그램 효과를 경제학적 관점에서 분석했다는 점에서 향후 동 분야 관련 연구에 대한 기여를 하고 있다.
