The objective of this study was to verify current implementational problems and to establish improvement directions for effective and practical graduation accreditation system based on major The number of universities enforcing the graduation accreditation system such as requirements for English and computer skills has been increased mostly due to its beneficial aspects including educaional reinforcement and preferred employment. In recent years, additional accreditations such as language abilities other than English, licences related to one's specialty, and histories of voluntary services have been also adapted by many universities. However, overall achievements are below the expectation. To earn credibility for the registered students and graduates who are certified, it is necessary to improve the system with more practical and applicable accreditations in terms of their contents, methods and qualifications. At the same time, active advertisement and administrative support need to be reinforced. Also, new ideas and efforts from universities' administration to establish the accreditation system which can lessen the students' financial burden by reducing their private expenditure on self education are needed. From the employer's standpoint, it is necessary to establish recruitment strategies based on competitive graduation accreditations which will eventually increase the productivity of the business.

본 연구는 졸업인증제도의 기본 취지와 필요성을 바탕으로 현재 시행상의 문제점을 파악하고, 보다 효율적이고 실용적인 졸업인증제도의 행정적 발전 방안을 모색하는 것이 그 목적이다. 졸업인증제는 적정한 기준을 성취한 학생에게는 졸업의 요건으로서 그에 관한 인증을 부여하는 제도로서, 학교 수준의 교육의 책무성을 높이기 위한 제도이다. 한국 대학들의 시행중인 졸업인증제의 특징을 살펴 보면 대학교육 강화와 기업체 채용시 우대 등 바람직한 측면이 부각되면서 영어·컴퓨터 운용능력 등을 요구하는 ‘졸업인증제’를 시행하는 대학들이 늘고 있다. 그러나 토익성적과 컴퓨터 활용능력 외에 제2외국어나 전공 관련 자격증, 봉사활동 등 점차 졸업인증 시행 범위도 다양화 되고 있는 추세이다. 그러나 전체적으로 대학들이 실시하고 있는 졸업인증제는 본래 제도적으로 의도했던 취지 및 효능을 나타내지 못하고 있다. 대학의 졸업인증제를 통한 졸업생·재학생의 직능상의 능력 인증이 대내외적으로 신뢰성을 갖기 위해서는, 사회에서 실질적으로 활용·효용화 될 수 있는 인증제의 취득자격, 내용, 방법 등 제반 요건들의 내실화와 함께 보다 실용적으로 개선하려는 노력이 지속되어야 한다. 이와 함께 적극적인 홍보와 행정적․제도적 정비 및 지원이 더욱 강화되어야 할 것이다. 학교행정 차원에서 현재 학생들이 취업을 위해 쓰는 높은 사교육 비용을 경감시켜 주려는 노력을 졸업인증제도의 시행과 연계하여 정책적 방안을 강구할 필요가 있다. 대학 졸업자들의 역량을 적극 활용하는 입장의 기업 및 기관에서는 자기업의 생산성 제고를 위해 대학들의 경쟁력있는 분야의 졸업인증 자격에 초점을 맞춰 리쿠루이팅을 전략화 할 필요가 있다.
