The by-election for Seoul mayor on Oct 26 can be called a case that showed the possibility of active participation in politics through social network services in the history of Korean politics. In particular, the level of political participation at Twitter is emerging as an important tool that can predict the public opinion supplementing the existing opinion polls. This study conducted a research on the universality and structure of public opinion with Kyoungwon Na and Wonsoon Park who are the representative candidates of the by-election for Seoul mayor on Oct 26 as the subject by applying the network theories to the possibility of the method that can grasp the public opinion on elections and politics and predict the directions through Twitter following the flow of times. As a result, the public opinion on the election at Twitter this time was following the power law among the network theories, and this became the grounds for the structure with universality. However, Kyoungwon Na had hierarchy in scales but had no universality. The public opinion with big value of page rank at Twitter showed a trend to be critical to Kyoungwon Na, and thus she had greater hierarchical structure than Wonsoon Park who showed a tendency to encourage political discussions or voting but showed a structure that cannot secure the systemicity of public opinion as much as Wonsoon Park. That is, while the public opinion for Wonsoon Park had organizational universality, the public opinion for Kyoungwon Na did not. In addition, both candidates had hierarchy with strong delivery capability in public opinion, but while the meaning of delivery of Wonsoon Park was positive, Kyoungwon Na was spread through the delivery capability on negative public opinion. Therefore, the structural changes that can predict the directions of public opinion with delivery capability following the changes of classes and scales for each period was known through the case of by-election for Seoul mayor on Oct 26, and the tendency of universality that shows the systemicity and cohesiveness of a specific public opinion at Twitter could be known through the power law, which is a network theory, and page rank.

10.26 서울시장 재보선은 한국 정치사에 있어서 소셜 네트워크 서비스에 의한 활발한 정치참여 가능성을 보여준 사례라고 할 수 있다. 특히 트위터에서의 정치적 참여 수준은 기존의 여론조사의 보완적 수준에서 여론을 예측할 수 있는 중요한 도구로 자리잡아가고 있다. 본 연구는 이러한 시대의 흐름에 따라 트위터를 통해 선거와 정치에 대한 여론을 파악하고 방향을 예측할 수 있는 방법의 가능성에 대해 네트워크 이론을 적용하여 여론의 보편성과 구조성을 10.26 서울시장 재보선의 대표적 후보인 나경원 후보와 박원순 후보를 대상으로 실시하였다. 연구결과 이번 트위터에서의 선거여론은 네트워크 이론 중 멱함수 법칙을 따르고 있었고 이는 보편성을 갖는 구조성의 근거가 되었다. 그러나 나경원 후보는 규모에서 계층성을 가지고 있지만 보편성은 가지고 있지 못하였다. 이는 트위터에서 페이지랭크 값이 큰 여론이 나경원 후보에 비판적인 성향을 보였고 따라서 정치적 담론이나 투표독려의 성향을 보인 박원순 후보보다 계층적 구조는 두터웠지만, 여론의 조직성은 박원순 후보만큼 확보할 수 없는 구조를 보였다. 즉, 박원순 후보의 여론이 조직적인 보편성을 가지고 있는데 반해 나경원 후보의 여론은 그렇지 못하였으며, 두 후보가 여론에 전달력이 강한 계층성을 가지고 있었지만 전달의 의미는 박원순 후보가 긍정적인데 반해 나경원 후보는 부정적 여론에 대한 전달력을 통해 확산하는 것으로 나타났다. 따라서 10.26 서울시장 재보선의 사례를 통해 시기별로 계층과 규모의 변화에 따라 전달력 있는 여론의 방향을 예측할 수 있는 구조변화를 알았고 이와 함께 트위터에서의 특정 여론의 조직성과 응집력을 나타내는 보편성의 성향을 네트워크 이론인 멱함수와 페이지랭크를 통해 알 수 있었다.
