This paper claims the necessity of diverse perspectives to understand the standing-committees in the Korean National Assembly. Standing-committee has been merely a rubber stamp for an administration policy because the standing-committee system originally adopted to enhance the efficiency of passing a governmental bill under the authoritarian administration. Therefore, the role and status of the standing-committees have been explained through the relationships with the government and/or majority party. However, after the democratization of 1987, the direct and strong effect of the government has diminished and the National Assembly has restored the legislative power. With Fenno's study(1973), this paper reveals that the representatives' preference on the committees enable to be various depending on the jurisdiction of the committee and their status can vary as well. Due to the limitation of data, the paper only shows that the members' preference over the standing-committees, the characteristics of the committee members, and the legislative activities can be virtually different based on the statutory jurisdiction in the case of the Health and Welfare Committee. Accordingly, the paper attempts to insist that the partisan perspective is a limited frame to capture the diversity of the standing-committees in recent National Assembly. Rather, to some extent there is some possibility that the representatives can play an autonomic and important role in the law-making process of the standing-committees.

이 글은 한국 국회 상임위원회에 대한 보다 다양한 접근법의 필요성을 주장하고 있다. 권위주의 체제 하에서 정부정책수립의 효율성을 높이기 위해 채택된 상임위원회 중심주의는 태생적으로 상임위원회를 행정부와 집권여당의 ‘거수기’ 역할을 하도록 만들었다. 기존의 연구들 역시 이러한 역사적 맥락에 의해 행정부와 집권여당과의 관계 속에서 상임위원회를 이해해왔다. 그러나 민주화 이후 입법부에 대한 행정부의 직접적인 영향력이 감소하고, 국회의 입법권이 회복되기 시작하면서 상임위원회에 대한 보다 다양한 접근법을 시도할 수 있게 되었다. 특히, 상임위원회에 대한 페노(Fenno, 1973)의 이론적 논의를 통해서 상임위원회의 관할 정책 영역에 따른 의원의 선호가 달라진다는 점을 확인하고, 국회 상임위원회에 대한 위상도 상임위원회별로 달라질 수 있다는 점을 살펴보았다. 자료의 한계로 인해서 변수들 간의 인과관계를 분석하기 보다는 국회 보건복지위원회를 사례로 하여, 관할 정책 분야, 정당과 의원의 선호도, 위원들의 구성상 특징, 그리고 입법 활동의 변화를 살펴보고, 상임위원회가 단순히 행정부와 정당에 종속적이라는 틀로만 이해될 수 없으며, 의원의 자율적인 활동이 부분적으로 가능할 수 있다는 점을 확인하였다.
