As the scale and investment amount of the national R&D projects have been increased, it becomes important to accurately assess efficiencies of R&D projects.
However, the current assessment conducted by experts has imposed problems in terms of objectivity and accuracy. Thus, this study compared evaluation using Data Envelopment Analysis(DEA) to that performed by project managers for the multiple R&D projects, and explored if there is a significant difference between them. The comparision revealed that there is a are significant difference s in the rankings of project efficiency between of DEA results and project managers' evaluation. To identify reasons of the difference, we conducted in-depth interviews to the project managers who participated in R&D project evaluation. Analysis of the interview data implied the following reasons can distort project managers' evaluation results:
(1) the extent of closeness between project managers and people who perform the projects, project managers' showing-off attitute when they have a great knowledge on the project to evaluate, and project managers' centering tendency in scoring when they do not have sufficient knowledge about the project to evaluate.
Fianlly, we proposed to provide clear evaluation criteria to assessors in advance, to utilize qualitative and quantitative evaluation approaches at the same time, and to develop a database of past assessors so that it can help to identify the best assessor for a specific project.

국가 R&D 사업들이 갈수록 대형화되고 투자액도 증가함에 따라 국가 R&D 관리에서 정확한 R&D 효율성의 평가가 중요해지고 있다. 그러나 기존에 활용되고 있는 전문가에 의한 R&D 효율성 평가 방식은 평가 결과의 객관성과 정확성 측면에서 한계를 가질 수 있다. 따라서 본 연구는 Data Envelopment Analysis(DEA)에 의한 효율성 분석 결과와 과제관리자에 의한 효율성평가 결과를 비교하여 차이가 있는지 살펴보았다. 그 결과 DEA와 과제관리자에 의해 평가된 과제 효율성 순위는 상당한 차이가 있는 것으로 나타났다. 두 평가 방식 간의 차이를 설명하기 위해 평가에 참여한 과제관리자들을 대상으로 심층 인터뷰를 실행하였다. 인터뷰 자료의 분석을 통해 과제관리자와 피 평가자 간의 인간관계, 과제관리자가 평가 대상 과제에 대해 높은 수준의 배경지식을 지닌 경우 발생하는 과시현상, 거꾸로 과제관리자가 평가 대상 과제에 대해 낮은 수준의 배경지식을 지닌 경우 발생하는 중앙화 현상이 과제관리자의 객관적 평가를 어렵게 하는 원인으로 파악되었다. 그리고 R&D 과제 평가 시 이런 경향을 배제하기 위한 해결책으로 평가자들에 대한 효율성 평가 지표의 명확한 제시, 정성적 평가와 정량적 평가 결과의 복합적 활용, 개별 평가자의 평가 경향을 분석할 수 있도록 지원해주는 데이터베이스의 구축 등을 제시하였다.
