Recent reports on police officers, who did not fire guns to apprehend offenders in the situation when gun-usage was perceived as highly necessary, are provoking social controversy. Against this backdrop, this study is designed to show how the police officers perceive the use of guns.
This study uses a positive approach to analyze the results of a survey, which was conducted of the field police officers who currently work for eighteen police stations under the supervision of sixteen regional police agencies across the country.
The framework of current analysis is as follows: while the individual features of the police are set as precedent variables, the seven types of perception ― shooting capabilities, the burden of invasion of lives, legal perception, internal affairs investigation, liability of arresting offenders, media reports, lawsuits raised by victims ― are selected as independent variables. Also, the will to use a gun suggested by the Supreme Court decision regarding the gun-usage was chosen as a dependant variable.
The current research analysis tested four hypothesis, the results of which are as following : (1) it proves that the better shooting capability tends to lead to a stronger will to use a gun, (2) the officers who carries higher burden in regards to invading offenders tend to use firearm less, (3) while the willingness to use a gun depends on the level of responsibility to apprehend offenders, (4) the burden of lawsuits from the victims tends to lead to an adverse impact on the willingness to use a gun.
The perception of police officers found in this study is hoped to contribute as a useful source for decision-making process, the revision of gun-control policies and laws, and for creating a gun-usage manual.

경찰관이 총기를 사용하여 범인을 검거하거나 또는 총기를 사용해야 할 상황임에도 사용하지 않음으로써 사회적 논란이 되는 사례가 있다. 본 논문은 직무수행과정에서 경찰관이 총기사용 의사결정을 할 때 어떠한 요인에 영향을 받는지를 실증적으로 밝히고자 한다. 이를 위해 전국의 현직경찰관 1,055명을 대상으로 총기사용에 관한 인식조사를 실시하였다.
분석의 틀은 경찰관의 인구사회학적 특성을 선행변수로, 총기사용에 대한 7가지 인식(사격능력, 생명침해부담, 법규인지, 감찰조사, 범인검거책임, 언론보도, 피해자소송)을 독립변수로 선정하였고, 대법원 판례를 응용한 현장상황에 대한 경찰관의 총기사용 의지를 종속변수로 구성하였다.
이에 따라 7가지 연구가설을 설정하고 분석하였는바, 사격능력이 우수할수록 범인검거에 대한 책임감이 높을수록 총기를 사용하겠다는 의지가 강하다는 것이 확인되었다. 한편, 범인의 생명을 침해할 가능성에 대한 부담감이 높을수록, 피해자가 경찰관에 대하여 소송을 제기할 가능성에 대한 부담감이 높을수록 총기를 사용하지 않으려는 경향이 있음을 확인하였다. 그러나 법규인지, 감찰조사, 언론보도는 총기사용 의사결정에 직접적인 영향을 미치지 않는 것으로 검정되었다.
이와 같은 일선경찰관들의 인식은 경찰당국이 총기사용 지침을 결정하거나 관련 법규의 개정 그리고 총기사용 매뉴얼을 작성하는데 유용한 자료가 될 것으로 기대한다.
