본 연구에서 소년범에 대한 소년보호기관과 보호관찰소 즉 지역사회교정을 어떻게 할 것인가 내용을 요약해 보면 첫째, 퇴원심사절차를 보호관찰심사위원회로 일원화하고 강화하여 합리성과 객관성을 유지하여야 할 것이다. 둘째, 시설․사회연계프로그램을 확대하는 방안으로 먼저소년원생 자립생활관인 “청소년 쉼터”의 기능을 개선하여 그룹홈 형태로 퇴원전 중간처우시설로서 소년보호기관에서 직접 관리하는 형태로 두되, 보호관찰소와 한국갱생보호공단 등 사회내처우 유관기관과의 연계를 강화하도록 하고, 소년분류 심사원의 기능을 개편과 분류평가도구의 활용에 있어서 양 기관의 상호협력과 시스템을 개발하여 과학적이고 표준화된 평가가 이루어져야 할 것으로 보인다. 셋째, 보호관찰소 단위의 소년전담팀 내지 전담반을 구성하여 처우의 전문화, 집중화, 체계화를 통해 재범률을 억제하고 사회재통합을 용이케 하여야 할 것이다. 향후 지역사회 교정은 관련 정책, 프로그램, 접근방법 등이 비행청소년의 재범을 줄이고, 피해자의 피해를 회복시킬 수 있는 방향으로 이루어지고 있는지 좀 더 엄격한 평가가 이루어져야 한다. 또한 지역사회 교정프로그램으로의 전환은 구금 같은 전통적인 형사처우시설, 재판절차 등과 관련해서 그 한계와 구분이 되는 것으로 인식될 수 있어야 한다. 나아가 지역사회가 비행청소년의 재범방지를 위한 핵심적인 역할을 한다면 왜 지역사회는 비행청소년이 범죄를 행하기까지의 환경적 요소를 제공했는지에 대한 모순적인 상황이 함께 고려되어야 한다. 또한 지역사회는 범죄의 피해자로서 범죄자로부터 피해보상을 받는 주체이면서 동시에 피해자의 개선과 재사회화를 지원하는 주체이기도 하며, 범죄의 원인적 환경을 제공한 주체라는 점에서 범죄를 예방하기 위한 전략까지도 구비해야 하는 것이다.
