This research is designed to examine South Korean police officers' general recognition of domestic violence. South Korean Ministry of Gender Equality and Family entrusted "The National Survey on Domestic Violence 2010" to Yonsei University and this research analyzed the data of police officers from this survey. The researchers analyzed 179 cases of police officers in district police stations and detective departments. The analysis indicates that average domestic violence cases that had to be taken charge were 2.5 and in 64% of casespolice arrested the perpetrator or sent the case to the prosecution. 29% did not know the contact to the agencies in the community. While more than 90% was aware of the expediency or temporary measure. More than 60% indicated the pressure of dealing with domestic violence cases and the recognition that domestic violence cases should be handled within the family. The respondents generally agreed that arrest and punishment should be taken in obvious physical violence cases. There was discordance, however, about whether arrest and punishment are needed in slight physical violence or emotional violence. Police officers' recognition appeared to influence their suggestion of intervention and legal procedure of domestic violence. The researchers suggest the necessity of broadening education for police officers and practical strategies to improve police the recognition of domestic violence.

본 연구의 목적은 경찰의 가정폭력 사건에 대한 전반적인 인식 실태를 살펴보는 것이다. 이를 위해 연세대학교가 여성가족부의 위탁을 받아 수행한 ‘2010년 전국 가정폭력 실태조사’의 경찰대상 조사 자료를 사용하였으며, 서울시내 지구대 및 형사계 경찰 179사례를 분석하였다. 분석결과, 1개월 평균 가정폭력 사건 담당은 약 2.5건이었으며, 약 64%가 체포나 검찰송치 등의 조치를 취한 것으로 나타났다. 가정폭력 피해자를 위한 응급조치 및 임시조치는 90%이상이 알고 있었으나 지역사회 내 유관기관 연락처는 29%가 알지 못했고, 가정폭력 사건에 대해 부담스럽다거나 가정 내 해결이 우선이라는 인식이 60%이상이었다. 명백한 신체폭력에 대해서는 가정폭력이며 체포와 처벌이 필요하다는 의견이 일반적이었으나 경미한 폭력과 정서폭력에 대해서는 가정폭력 여부 및 체포에 대한 의견이 불일치하였다. 경찰의 가정폭력 사건에 대한 부정적 인식은 가정폭력 개입 및 조치 의견에 영향을 미치는 것으로 나타났다. 이를 바탕으로 가정폭력 관련 경찰 교육 확대의 필요성을 제기하고 구체적인 인식 개선 전략을 제안하였다.
