This study attempts to propose policy implications on restructuring of local government system by inquiring the Si, Chou, Son consolidation in Japan. Japan is facing increasingly aging population and its local administrative system has been largely managed by local governments with many trial- and - error type practice and revisions. Currently under local revitalization programs coupled with administrative system and financial system restructuring, local governments´ role has become increasingly important. It is considered that the new Local Government System and Intergovernmental Fiscal Coordination System would be very suggestive as Korean government also aims at decentralization and the establishment of autonomous municipalities. Chapter 2 provides theoretical backdrop of general theories, reviews on systems of restructuring and empirical studies on local governments conducted in Korea. Chapter 3 attempts to analyze an Intergovernmental Fiscal Coordination System for restructuring of local government system. Finally Chapter 4 summarizes and proposes policy implications of the restructuring the Local Government System and Intergovernmental Fiscal Coordination System.

이 연구에서는 일본의 시정촌 합병을 고찰함으로 우리나라의 지방행정체제 개편에 있어서 정책적 시사점을 제시하고자 한다. 일본은 고령화와 함께 지방행정체제가 여러 형태의 실행과 개편을 통해 개편의 노력이 있어 왔다. 최근 지역재생 프로그램과 지역의 행재정 시스템의 개편 등으로 지역 정부의 역할에 대한 중요성은 점점 강조되고 있다. 일본의 새로운 지방행정체제와 지방재정조정제도는 유사한 목적을 가지고 있는 우리나라의 지방분권 및 지방자치 구현에 시사하는 바가 크다고 할 수 있다. 우선, 제2장에서는 지방정부의 행정체제개편과 관련한 이론적 배경과 실험적 연구에 대한 개관을 하고자 한다. 3장에서는 지방행정체제개편을 위한 지방재정조정제도의 개선 방안을 분석하고자 한다. 마지막 4장에서는 요약과 함께 지방행정체제 개편 및 지방재정조정 제도 개선을 위한 정책적 시사점을 도출하고자 한다.
