The purpose of this study is to get some implications for the rural development strategy from the Saemaul movement in 1970s. This paper outlines a theoretical foundation based on a bottom-up strategy and a top-down strategy for rural development. The analysis for this study highlights the Saemaul movement in 1970s on the 5 factors which impact on the rural development. The findings of this paper indicate that although the rural development through the saemaul movement in 1970s was basically propelled by the bottom-up strategy, in cases of resource mobilization and decision-making it was done by the bottom-up strategy mixed with a top-down strategy because of the limits that rural areas in Korea had at that time in contrast to the bottom-up strategy in cases of regional development scale, spatial area and functional integration system.

본 연구의 목적은 1970년대 새마을운동을 통한 농촌개발전략을 분석하여 그 시사점을 파악하는데 있다. 이를 위하여 우선 지역개발전략의 2 가지 전략을 이론적으로 개괄하며, 이를 바탕으로 분석틀을 마련한다. 분석틀은 지역개발에 영향을 미치는 5개 요인을 독립변수로, 지역개발을 종속변수로, 그리고 지역개발전략을 매개변수로 하는 변수 간 관계로 이루어진다. 분석방법은 기존의 문헌과 통계자료의 제약으로 계량적 분석보다는 기술적인(descriptive) 분석방법에 의존하며, 자료는 새마을운동중앙회의 새마을운동 30년 자료집에 수록된 공식적인 자료와 관련 문헌을 이용한다. 분석결과는 다음과 같다. 즉, 1970년대 새마을운동의 농촌개발은 전략에 있어서 상향적, 하향적 전략을 지역개발의 5가지 요인별 적절하게 혼합하여 이용함으로 적실성있는 농촌개발이 이루어진 것으로 볼 수 있다. 다시 말해서 농촌개발을 위한 목표, 공간영역과 기능통합, 개발규모 등의 경우는 특히 상향적 전략으로 추진되었으나 의사결정, 재원동원의 경우 하향적 전략에 의하여 추진됨으로 그 당시의 농촌실정에 적합한 전략으로 농촌개발이 추진되어 성과를 거두었다고 볼 수 있다.
