The French police system can be largely divided into the state police and the municipal police, and the national police can be divided into the national police (Police Nationale) and the military police (Gendarmerie). Currently, the French police consists of about 150,000 national policemen in charge of the security in the urban areas, about 100,000 military policemen in charge of the security in the rural areas, and about 15,000 policemen in other municipal police and special police in the customs office. The military police which had belonged to the armed forces was organized under the Minister of Internal Affairs in the same way as the national police since January 1, 2009, and both police agencies are strengthening their cooperation aiming not at the unification but at the close relationships. The efficient police system has been built by regulating the division of authority and others with the preparations of the related foundations in the municipal police act, municipality act and basic planning act for safety among others with regard to the division or cooperation of services for each issue in terms of the mutual roles and cooperating relationships for the national police and municipal police, in addition to standards on the internal organization management along with the security administration under such a complicated police system. In addition, the functions and authorities are given to the judicial police by clarifying regulations on grounds in the penal proceedings act for affairs with regard to the administrative and judicial police. The institutional mechanism is well prepared for the ‘check and balance’ by distributing either the local or central authority for the police right. In such a sense, it is understood that the efficient police affairs are exercised in the French police system. This study aimed at identifying the history of the French police system, operating patters of the police system, and job grade and personnel system of police in the French police system. The data collection in the study was done in reference to the security data reports which have been surveyed and reported annually by the officer stationing at the French police and business trip reports by staff in the police station who visited the country in an effort to study the French police system.

프랑스경찰제도는 크게 국가경찰과 자치경찰로 구분되며, 국가경찰은 다시 국립경찰(Police Nationale)과 군인경찰(Gendarmerie)로 구분된다. 현재 프랑스 경찰은 도시지역의 치안을 담당하는 국립경찰 15만 여명과 농촌지역의 치안을 담당하는 군인 경찰 10만 여명으로 구성되어 있으며, 기타 자치경찰 및 세관인 특별경찰이 15,000여명이 있다. 군 소속이었던 군인 경찰은 2009년 1월 1일부터 국립경찰과 동일하게 내무부 장관의 소속이 되었으며 두 경찰기관은 통합이 아닌 긴밀화를 목표로 협력을 강화하고 있다. 이러한 복잡한 경찰제도하에서 치안행정과 더불어 내부 조직관리의 기준과 국가경찰과 자치경찰에 대한 상호역할과 협력관계 등이 사안별로 사무구분이나 협조에 관해 자치경찰법, 지방자치법, 안전에 관한 기본계획법등에 관련근거를 마련하여 권한의 구분 등을 규정함으로서 효율적인 경찰 제도를 이루고 있으며, 행정․사법경찰에 관한 사무 또한 형사소송법에 근거규정을 명문화함으로서 사법 경찰에 관한 기능과 권한을 부여하고 있다. 경찰권이 중앙이던 지방이던 중앙의 권한을 분산하여 견제와 균형 을 위한 제도적 장치가 잘 마련되어 ‘ ’ 있으며, 프랑 스 경찰제도는 이러한 의미에서 효율적인 경찰업무를 집행하고 있음을 알 수 있다. 본 연구에서는 프랑스 경찰제도의 역사와 경찰제도의 운영형태,경찰의 직급 및 인사제도에 관해 살펴보고자 하였다. 자료 수집은 프랑스 경찰주재관으로 부터 매년 조사보고 된 치안자료보고서, 프랑스 경찰제도 연구를 위해 해당국을 방문한 경찰청 내부 직원들의 여행보고서를 참조하여 연구되었다.
