The adoption of community policing by the South Korea police in 1900s reflects noticeable innovation undergone within the Korean police organization which has been characterized as military-like traditional policing for a long time. Since the timing of emergence of the new policing innovation in Korea was right after the domination of community policing in the United States, it poses few questions whether the innovation in the Korean police taking the same path as the American police did or the Korean policing have just replicated the policing of United States. In an attempt to understand and analysis the differences and similarities of the community policing between the two countries, this study uses a contents analysis method analyzing research and histories of the two systems in the theoretical framework of Everett Rogers’ diffusion of innovation theory. In conclusion, the author argues that the Korean policing innovation does not a reproduction of the American police system; rather there are important features that are distinguishing the present reform innovations in the Korean police from the American police. Also, this study argues that the present innovation in the Korean police is a reaction to a growing police crisis that the organization has to deal with.

Everett Rogers의 “혁신의 전파 이론 (Diffusion of innovation theory”은 조직 과 사회의 변화의 다이나믹 (Dynamic) 에 관해서 설명하고 있다. 이 이론은 최근 들어 미국과 다양한 나라의 행정조직 및 경찰조직의 변화에 관한 이론적 연구의 틀로서 여러 연구에 의해 검증되고 있다. 최근의 지역경찰활동(Community policing)의 도입과 같이 한국경찰조직이 경험한 오랫동안 경직되고 전통적이었던 한국경찰조직에 대한 혁신적인 변화(Innovation)는 다른 어떤 행정조직의 변화보 다 더 두드러진다. 그러나 이와 같은 한국경찰의 변화에 대하여 사회학과 인문학적 인 관점에서의 조직과 정책의 변화에 대한 이론이 적용이 되어 분석되었던 적은 거의 없다.따라서 한국경찰의 최근의 변화가 한국의 사회적,문화적인 특징과 변화 요소들로 인한 것인지 또는 단지 미국이나 다른 나라들의 경찰조직이 겪은 도입과 정을 마찬가지로 겪었는지 또는 그저 미국의 시스템을 복제한 것은 아닌가 하는 의문점을 같게 한다. 따라서 본 연구는 데이터를 사용하지 않고 미국을 중심으로 이전의 연구논문들을 분석하는 문서분석기법 (Contents analysis)을 사용하여 Everett Rogers의 “혁신의 전파 이론 (Diffusion of innovation theory)이 한국의 경찰활동의 변화에 적용이 가능한가를 연구하였다. 특히 한국경찰의 변화와 혁신 의 과정을 미국경찰의 혁신과정의 사례에 비추어 이론적으로, 그리고 비판적으로 비교 연구하였다.
