Police has placed few attention on the efficacy of strategies for managing stalking, mainly because that there is not an antistalking law, although another reasons may be presented such as poor evidences and unstable statements of victims. Any risk management approach must carefully consider the intervention dilemma in that sometimes an effort to discourage continued stalking may increase the risk that the stalker will become violent. Before crisis intervention, police also needs to determine whether the verbal statements or behavior by the stalker constitute a credible threat. Reviewing couple of findings on when victim recognize staking as such, how respond to it and the extent to which they expect police to intervene, it could be suggested to have establishing actual manual including preliminary investigation regarding interview with victim, distribution of stalking handling video for the purpose of alerting citizens, and further cooperation for guiding potential victims as better policing strategies. A multi-disciplinary, broad-based and proactive approach, at all levels, is what is needed to quantify, understand, and prevent and/or manage the potential for stalking in the workplace and for stalking of extended domestic violence. Occupational, safety, and police agencies have an important role in developing model policies and improving record-keeping as to number and type of incidents.

스토킹은 그 자체 생활의 평온을 해하면서 피해자 상해, 살해등 흉악범죄로 발전할 우려가 있다. 현재 경찰은 경고나 주의 등 간접적인 개입은 하고 있으나 여전히 소극적이다. 그 이유로는 직접적인 법적 근거의 부존재, 관련법규에 의하더라도 증거가 부족하다든지, 혼돈된 정신상태에서 하는 피해자의 진술만으로는 진실규명이 어렵고, 가해자가 특정되지 않는 경우가 많다는 점일 것이다. 그러나 무엇보다도 경찰이 민사관계 불간섭원칙에 집착하기 쉽고 스토킹이 중대한 범죄사건의 전조가 될 수 있음을 심각하게 인식하지 못하는 것이 큰 문제이다. 피해자에 대한 실태연구를 통해 스토킹이라는 인식을 하게 되는 시점, 스토킹피해자의 대응방식, 경찰개입이 스토킹방지에 차지하는 비중 등을 분석한 결과를 바탕으로 경찰활동방안을 제시하였다. 기초수사시 면담사항등을 포함하는 구체적인 스토킹대책 매뉴얼 작성, 스토킹대책 비디오의 경찰관서 배포등 홍보계발실시, 주민등본등열람시 잠재적 피해자에 대한 안내를 행하도록 기관간 협력도모, 피해자 및 피해자 근무처에 대한 사건 기록 등의 방범진단이다. 특히 가정폭력과 직장내 스토킹과 연계된 경찰활동이 요망된다.
