National Integrative Financial Information System, dBrain, had been developed for four years to support the reforms of financial management system such as mid-term expenditure framework, top-down budget process, performance-based budgeting system. dBrain is currently processing 3 trillion won everyday without any serious problems.
However, dBrain still needs to be upgraded to create values as much as it could. More specifically, the business management system which is one of sub-systems of dBrain should be upgraded to incorporate project-level informations. Currently the business management system of dBrain is able to handle activity-level informations. This study explores the ways to improve the business management system, by comparing it with that of local government financial information system, e-hojo. Suggestions made in this study will enhance the efficiency of managing database as well as the management of public finances.

한국 재정개혁의 일환으로 국가통합재정정보시스템인 dBrain이 구축되었다. 이것은 국가재정운용계획, Top-Down 예산제도, 그리고 성과관리예산제도 등 재정개혁을 시스템적으로 뒷받침하기 위한 것으로서 2004년부터 2007년까지 4년에 걸쳐 개발되었다.
현재 dBrain은 하루에 3조 원을 처리하고 있을 정도로 무난히 운영되고 있기는 하지만, 이 시스템이 보다 큰 부가가치를 창출하기 위해서는 지속적인 업그레이드가 필요하다. 그 중에서도 dBrain의 하위시스템인 사업관리 시스템의 고도화가 필요한데, 그 이유는 성과평가정보가 예산편성에 환류되기 위해서는 사업관리 시스템이 세부사업까지 관리할 수 있도록 보완되어야 하기 때문이다.
본 연구는 국가재정정보시스템인 dBrain과 지방재정정보시스템인 e-호조의 dB구조를 비교하고, 향후 dBrain의 dB가 보다 간결하고, 신속하며, 그러면서도 성과정보를 더 많이 처리할 수 있는 방안을 모색하였다.
