The director is the theater's chief executive officer. The director should improve the effectiveness of the organization by re-designing the organization structure, appropriately deploy employees so that they can successfully perform their jobs, and create a vibrant and fun organization culture instilling pride in and rewarding the employees. Also, the director should pursue strategy that form and constantly seek to expand close cooperative relationships with environment factors such as the audience, government, sponsors, artists, groups, and related organizations.
The director should possess a philosophy derived through deep thoughts regarding the reason for the existence of cultural and arts center and establish the theater's long-term operation master plan which reflects its future vision and dream to consistently carry out theater management. In addition to not sparing any efforts to cultivate expertise, the director should not only improve the organization's productivity and create a fun, working atmosphere but also display leadership for organizational direction by engaging in activities such as listening closely to the difficulties of the employees.

관장은 극장의 최고 경영자이다. 관장은 조직구조를 재설계함으로 조직의 효율성을 높이고, 직원들이 업무를 잘 수행할 수 있도록 인력을 적절히 배치해야 하며, 활기차고 재미있는 그리고 보람과 긍지를 갖고 일할 수 있는 조직문화를 창출해야 한다. 또한 관장은 문예회관의 환경요소라 할 수 있는 관객, 정부, 후원자, 예술가 및 단체, 관련조직 등과의 유기적인 협력관계를 형성하고 지속적으로 확충할 수 있는 전략을 추진해야 한다.
관장은 문화예술회관의 존재이유에 대해 깊은 성찰을 통해 철학을 가져야 하고, 극장의 미래에 대한 비젼과 꿈을 가지고 장기적인 극장 운영의 마스터 플랜을 수립함으로 일관성 있게 극장경영을 해 나가야 한다. 아울러 전문성을 함양하기 위해 부단한 노력을 아끼지 말아야 하며, 조직의 생산성을 향상하고 일할 맛이 나는 직장분위기를 만들어 나가는 동시에 직원들의 애로사항을 경청하는 등 조직통솔을 위한 리더십을 발휘해야 한다.
