In 21st century which is called the era of culture, the significance of Territorial Cultural Centers is more emphasized to meet the needs of the times. Especially, Territorial Cultural Centers have significant meanings because they play an important role to expand the chances of cultural enjoyment of regional people, inspire the will to create of regional artists, and be the multi cultural base to realize the cultural welfare.
However, most territorial cultural centers seem to have leveled off recently because of many factors like unprofessional staff members, poor financial condition, shortage of the program services, and insufficiency of advertising and marketing.
In Busan, there are five territorial cultural centers including Gum-Jung Cultural Center, Dong-Rae Cultural Center, Hae-Un-Dae Cultural Center, Ul-Suk-Do Cultural Center, and Buk-Gu Culture & Ice Center. But these facilities have many problems that impede the original intentions and efficiency of local cultural center. For example, the management of centers focuses on just lending or caring facilities for the insufficiency of the highly skilled staff members. Also, there are difficulties to promote business for the short budget and the participation of regional residents and artists is low for the passive marketing and publicity.
In these circumstances, this study aims to search alternative policies to revitalize the territorial cultural centers for the development of regional culture through the examining the actual condition of those centers.

본 연구의 목적은 부산지역 구 문화회관의 현황 및 실태를 파악하고 이를 바탕으로 구 문화회관을 활성화하기 위한 방안 제시를 통해 지역문화발전을 모색하는데 있다.
21세기 문화의 시대에 그 중요성이 더욱 강조되고 있는 구 문화회관은 지역민들의 문화 향유 기회를 확대하고 지역예술인들의 문화 창작 의욕을 고취하며 나아가 다목적 복합문화거점으로서 문화 복지를 실현하는 역할을 지니고 있다는 점에서 중요한 의미를 지닌다.
그러나 대부분의 구 문화회관은 비전문적인 인력, 열악한 재정상황, 프로그램 제공기능의 부족, 홍보․마케팅 부족 등으로 인해 활성화되지 못하고 침체되어 있다는 문제가 있다.
부산지역에는 금정문화회관, 동래문화회관, 해운대문화회관, 을숙도문화회관, 북구문화빙상센터 등 5개의 구 문화회관이 있으나 인력의 전문성 부족으로 인한 시설관리 및 대관위주의 운영, 예산부족으로 인한 사업 추진의 어려움, 소극적인 홍보․마케팅으로 인한 지역민 및 지역예술인들의 참여 부족 등의 문제를 지니고 있는 것으로 나타났다.
이에 본 연구는 인력 및 운영주체, 재정관리, 프로그램관리, 홍보 및 마케팅 등의 측면에서 구 문화회관을 활성화하기 위한 다양한 방안들을 모색해 보았다. 이는 보다 많은 지역민들이 구 문화회관을 편안한 공간으로 여기고 보다 많은 사람들이 구 문화회관을 중심으로 소통함으로써 구 문화회관을 통해 지역 문화정체성을 확립하고 나아가 지역문화발전을 도모하기 위함이다.
