We expect that the public arts companies and theaters pursue artistic and public services with creative works based on more plentiful human, material resources and stable public funds than in commercial sectors. Despite of such expectations, however, they have been criticised so long by that they had not played their roll well without enough budgets for artistic activities and enough audience supported base under the premodern operation.
This study is to raise some logical points on operational innovation for the public arts companies and theaters through their internal reformation and reconstruction of mutual relation between them. Enhancing their artistic level is one, operating focused on arts companies not on theaters is the other. And the proper financial aid by government will be able to do such innovation.
Public arts companies belong to their mother theaters as in-house paid or unpaid ensembles and so their brand value is very low. Even their mother theaters' season programings depend on presenting outside works, not on their own. This customs is to be reversed as long as their artistic level gets higher and their activities becomes more.
When we discuss the problems about relation between public arts companies and their mother theaters, we don't have to skip making the companies independent as well. To make the independence successful, it is most important to assist their artistic activity with proper volumes of budgets and guarantee of independent operation.

우리가 국공립 극장과 예술단체에 거는 기대는 민간부문보다 월등한 인적, 물적 자원을 기반으로 창작과 향유의 중심 역할과 함께 공공재원의 안정적인 지원을 기반으로 예술성과 공공성을 추구할 수 있다는 점이다. 그러나 우리 국공립극장과 예술단체는 기대와는 달리 전근대적인 운영의 틀 속에서 제 역할을 못하고 있다는 비판을 받아온 지 오래다. 운영 예산이 왜소하고, 그만큼 활동량도 적고, 예술성과 공공성에 관한 비판이 있어왔으며, 관객기반 또한 취약하기 그지없다.
이 연구는 국공립예술단체의 운영혁신을 위한 논점을 단체 내부의 혁신, 전속극장과의 관계재정립 등으로 제시하고 있다. 내부적인 혁신은 예술적 역량 혹은 수준을 높이는 일이다. 이런 일들을 제대로 하기 위해서는 그만큼의 예산도 있어야 한다. 투자가 있어야 예술적 성과도 있는 것이다.
우리 국공립예술단체는 모기관인 극장에 상주, 혹은 전속단체로 있으면서 극장의 프로그램운영이 예술단체 중심이 아닌 극장 중심으로 기획과 대관에 의존하는 비율이 커서 예술단체의 존재감이 매우 미약하다. 예술단체의 예술적 역량이 강화되고 활동도 확대된다면 이제 이런 관행은 역전이 되어야 할 것이다.
모기관인 극장과 국공립예술단체의 관계 재설정을 논할 때 독립법인화 문제도 빼 놓을 수 없다. 물론 법인화를 성공적으로 추진하기 위해서는 활동을 뒷받침할 합당한 예산의 안정적인 지원, 독립성과 전문성을 보장하는 장치의 마련이 가장 중요한 일이다.
