This study is based on case study that focuses on a new business model of creating jobs (mobile steam car wash) for mentally handicapped. The business (mobile steam car wash) plan was formulated and encouraged to allow those individuals to become independent after the job training in car washing which proves to be a stable environment for other social skills and daily tasks. This service to the individuals have been planned for six years divided into four phases, and currently first two phases has been completed during the first three years of business operation. At this juncture of second phase completion, it has been recommended to evaluate participant’s trade proficiency level and coping mechanism along with satisfaction of job, through a case study, for the purpose of determining high productivity of the service after three years. The conclusion of this qualitative case study is as follows: First, from the business provider perspective, the confirming of advertising and business growth, proper appointment of personnel, lack of funding has been identified as problematic area. Second, from the participant’s point of view, study shows progression in technical aspect of learning the trade rather an effect in coping mechanism in two participants and it was observed that two other participants who joined the study at a later stage showed improvement in both acquiring car washing technique and ability to adjust to given work. Also, all four participants showed improvement in job satisfaction category. However, it is as twice as likely to have subjects drop from the study rather than have full committed participation. Based on this study, the following suggestions have been made to prepare for work force and independent living for mentally handicapped. First, it is imperative that participation and commitment is given due to long duration of the business model for creating jobs. In order to re-evaluate their commitment to the service provided, strict drug and symptom management is necessary to continue the program. Second, intense and practical hands-on-training for car washing is necessary for a new business. Third, a separate independent living program must be formulated and implemented. Fourth, family function must be emphasized through family education to establish strong identity. Lastly, advertising strategy for the business growth has to be prepared completely.

이 연구는 정신장애인 직업재활서비스로 개발된 <이동식 스팀세차>사업을 중심으로 탐색한 사례연구이다. <이동식 스팀세차> 사업은 정신장애인들에게 세차기술을 훈련시켜 기능이 향상되고, 사회기술 및 적응능력이 안정적으로 유지될 경우 창업을 유도하여 독립생활 기반을 마련하기 위한 직업재활서비스이다. 서비스 제공기간은 6년으로 총 4단계로 나뉘어 개입되며, 이 연구는 2단계 사업을 종료하는 시점에서 사례연구를 통해 중간점검을 실시함과 동시에 참여자들의 기능습득수준 및 적응능력과 직무만족수준 변화정도를 분석하여 향후 3년 동안 제공될 직업재활서비스가 높은 효과성을 낳을 수 있도록 지원하고, 이동식스팀세차사업을 소개하여 정신장애인 직업영역을 확대하는데 목적이 있다. 사례연구 결과는 다음과 같다. 첫째 서비스제공자 중심에서 살펴보면 홍보 및 사업량 확보, 전담인력배치 및 재정지원, 대상자에게 제공되는 부가서비스 개발 등은 적극적으로 수행해야 할 과제로 나타났다. 둘째 서비스수혜자 중심으로 분석해보면, 사업초기부터 현재까지 서비스에 참여하고 있는 두 명의 정신장애인들은 세차기능습득수준이 향상되었고, 후발대로 참여한 두 명의 정신장애인은 세차기능습득과 적응능력 양측면이 모두 향상되는 것으로 관찰되었다. 또한 직무만족도 부분에서는 참여자 네 명 모두가 향상된 것으로 분석 되었다. 분석 결과를 토대로 직업재활서비스의 효과성을 증진시키기 위한 제언을 하면 다음과 같다. 첫째, 직업재활서비스 기간이 장기적이므로 참여 유지가 가장 중요하다. 이를 위해 철저한 약물 및 증상관리가 필요하며, 직업재활에 대한 동기와 의지를 재점검할 수 있도록 직업재활프로그램을 정기적으로 제공해야 한다. 둘째, 세차기술 집중 훈련을 통한 기능향상과 자신감 증진을 위한 실습 프로그램을 도입하여 제공해야 한다. 셋째, 독립생활 준비를 위한 개별화된 사회기술훈련 프로그램을 통해 사회적 기능을 향상시켜야 한다. 넷째, 사회 및 가족의 기능을 강화하여 강력한 지지체계가 확보되어야 한다. 마지막으로 직업재활담당자의 역할을 강화하여 편견 극복을 위한 홍보 전략 등 자원 확보 방안이 구체적으로 마련되어야 할 것이다.
