There have been some criticisms that the current system regarding personnel management and organisation for local education authority has limitations in reflecting change of administrative needs and education environment. Under this background, this paper attempts to classify the existing local education authorities by utilising discriminant analysis and cluster analysis, to identify whether those authorities have suitable organisation strucutre and optimum size of employee, and to redesign the existing structure of local education authorities so that they can perform their missions and meet their targets effectively and efficiently. In doing so, we classify the local education authorities into five types by utilizing cluster analysis: super-metropolitan model, metropolitan model, hub-city model, area-specific model, and special district model, and suggest optimum organisational structure by type. In addition, we put forward some policy suggestions for local education authorities which can be applied in organising and managing them effectively.

현행 지방교육행정기관의 기구 설치와 정원관리 방식은 새로운 행정수요와 교육환경 변화를 반영하지 못하고 있다는 한계를 지니고 있다. 이러한 문제의식에 따라 이 연구는 판별분석과 군집분석을 활용하여 지역교육청의 유형화를 시도하였다. 그 결과, 초광역 모형, 광역시 모형, 거점도시 모형, 권역별 기능모형, 특수지 모형 등 5개 유형으로 지역교육청의 모형을 구분하고 각각의 특징을 설명한 후, 각 유형에 해당하는 지역교육청 및 기구설치 재설계 범위를 제시하였다. 본 연구결과, 지역교육청의 기구 설치는 그 수행하는 기능에 따라 설치범위나 형태가 달라질 수 있다는 측면에서 보다 미시적인 접근이 요구되었다. 또한 자율화와 분권화의 흐름에 비추어 볼 때, 현재의 지역교육청 기구설치 기준은 조직운영의 자율성을 높이는 방향으로 새롭게 재설계될 필요가 있으며, 지역 특성을 반영하고 서로 다른 기구설치 기준을 적용하여 본청과 기능 및 권한분담 구조를 갖추어야 함을 제언하였다.
